    UD-22-03: Resolution And Order Establishing A Docket And Procedural Schedule With Respect To The Application Of Entergy New Orleans, LLC For A Battery Storage Demand Response Pilot Program

    Council Docket UD-22-03, established via Resolution R-22-266, is a proceeding opening a docket and establishing a procedural schedule to receive stakeholder comment on Entergy New Orleans, LLC’s (“ENO”) March 9, 2022 application requesting to implement a 5-month Battery Storage Demand Response Pilot Program (“Pilot Program”).  The goal of the Pilot Program is to increase battery usage in the City of New Orleans and would include connecting 30 residential customers with existing solar-connected smart battery systems.  Parties are directed to submit comments to the Council in response to ENO’s proposed Pilot Program and should include: (a) Whether the Council’s criteria for approval of a pilot program has been met per Council Resolutions R-15-140 and R-16-106; (b) Whether it is appropriate to include the proposed pilot program within the Energy Smart Program Year 12 budget with costs to be recovered through the Energy Efficiency Cost Recovery Rider; (c) Whether the estimated costs are appropriate; (d) Whether the proposed scope (30 residential customers) should be modified; (e) Whether the proposed 5-month duration should be modified; and (f) Whether Honeywell should be used as the implementer of the Pilot Program.

    Pertinent docket deadline dates are/were as follows:

    • June 24, 2022 - Deadline for all stakeholders desiring to intervene to file a motion to intervene with the Clerk of Council, with a copy submitted to Bobbie Mason (bfmason1@nola.gov).  Objections to motions to intervene shall be filed within 5 days of such requests. Timely-filed motions to intervene not objected to within that time period shall be deemed GRANTED;
       
    • August 1, 2022 – Deadline for Parties to submit comments to the Council in response to ENO’s proposed Pilot Program pursuant to Resolution R-22-266
       
    • November 3, 2022 – Council adopted Resolution R-22-483 approving ENO’s Battery Pilot Program;
       
    • May 1, 2023 – September 30, 2023 – ENO’s Pilot Program with Honeywell as the implementer and cost recovery will be collected via Rider EECR; 
       
    • ​​December 1, 2023 – ENO’s Pilot Program Report due and filed.
       
    • April 4, 2024 – Council adopted Resolution R-24-119 approving Phase II of ENO’s battery storage demand response pilot program. Resolution R-24-119 (1) approved Phase I of ENO’s Pilot Program; (2) granted ENO’s request to implement Phase II of the Pilot Program during Energy Smart Program Year 14; (3) granted ENO’s request to recover the cost of Phase II of the Pilot Program through Rider EECR; and (4) granted ENO’s request to recover the cost of Phase II of the Pilot Program through Rider EECR.
