    UD-17-03: 2018 Triennial Integrated Resource Plan of Entergy New Orleans, Inc.

    Council Docket UD-17-03, established via Resolution R-17-430 and pursuant to Council Resolution R-17-332’s Integrated Resource Plan (“IRP”) Rules, outlined the 2018 IRP Process and timeline, Intervenor and public participation, policy objectives for consideration in the IRP, and other matters necessary for the Council.  Integrated resource planning takes into account estimates of customers’ future electricity needs and the resources available to serve those needs in order to develop a long-term plan to assist in future planning.  Due to continuous changes in utility resource planning and customer needs, Entergy New Orleans (“ENO”) updates the IRP every three years.  As such, since ENO’s 2015 IRP, the Council adopted Initiating Resolution R-17-430 to commence the 2018 IRP.    On March 16, 2018, the Council appointed administrative hearing officer, Judge Jeffrey Gulin, who signed an Order adjusting the procedural schedule in this docket to allow sufficient time for the Council to execute a contract with their chosen independent Demand-Side Management Potential Study consultant.    

    Pertinent docket deadline dates were as follows:

    • August 31, 2018 - Deadline for the DSM Potential Studies is due; 
       
    • September 17 - 28, 2018 – Technical Meeting 2 of the Parties, CURO, and Advisors conducted; 
       
    • October 31, 2018 – Last date for the issuance of Council policies that must be included in the optimization process; 
       
    • November 28, 2018 – Technical Meeting 3 of the Parities, CURO, and the Advisors conducted; 
       
    • December 7, 2018 – Deadline for all IRP inputs to be finalized; 
       
    • April 8, 2019 – ENO must complete all optimized portfolio development and results; 
       
    • May 1, 2019 – Deadline for Technical Meeting 4 of the parties, CURO, and Advisors; 
       
    • July 19, 2019 – ENO FINAL IRP Report due; 
       
    • August 9, 2019 – The second public meeting conducted for ENO to present the Final IRP; 
       
    • September 11, 2019 – Technical meeting 5 of the Parties, CURO, and the Advisors conducted; 
       
    • September 11, 2019 – The third public meeting conducted to allow interested members of the public to make a two-minute statement to the Council on the record regarding their opinions on the IRP; 
       
    • September 16, 2019 – Intervenor comments on the Final IRP filing due; 
       
    • October 29, 2019 – ENO hosted a 6th Technical Meeting to discuss Demand Response programs as related to Energy Smart Program Years 10-12 (2020-2022).  In addition, ENO hosted the semi-annual Technical Resource Manual (“TRM”) update meeting to discuss policy issues surrounding the TRM.  A second TRM meeting will be scheduled in the Spring 2020 to discuss updates that need to be made to the New Orleans TRM Version 3.0;  
       
    • October 29, 2019 – ENO reply comments on Final IRP due; 
       
    • December 2, 2019 – The Advisor Report on Final IRP due; 
       
    • December 9, 2019 – Energy Smart Implementation Filing for Program Years 10 - 12 due; 
       
    • February 20, 2020 – The Council adopted Resolution R-20-51 approving the extension of the Energy Smart Program Year 9 (January 2019 – March 2020) and the implementation plans for Energy Smart Program Years 10-12 (April 2020 – December 2022).  In addition, the Council adopted Resolution R-20-52 approving the 2018 Integrated Resource Plan for Entergy New Orleans, LLC and setting forth a 30-day comment period for the parties to file a response to the Advisors’ recommendations.   The Council will take the parties’ recommendations and comments into consideration as it develops the Initiating Resolution for the next Triennial IRP cycle (2021 Integrated Resource Plan).
