Job Summary
The fundamental reason this classification exists is to resolve highly complex and difficult administrative problems and to perform responsible administrative work involving the study and application of administrative systems, policies and practices, or governmental programs. Work involves directing or participating in gathering information, making statistical analyses, studying special administrative problems, and developing improved systems, procedures, and forms which lower operating costs or increase efficiency. Contact with the public is an important element of some assignments.

Supervision Received
Work is performed under general direction and requires initiative and independent judgment. Responsible for carrying out a project to its ultimate completion with minimum or no guidance and for keeping management informed of progress as appropriate.
Supervision Exercised
Supervision over employees at a lower level may be present on a regular or special basis. A Management Development Specialist II must be qualified to give leadership and direction to staff performing administrative work.
Environmental Factors
An employee in this class must be physically able to operate a variety of job related machines and/or office equipment and be able to move or carry job related objects or materials. Physical demand requirements for this class are at levels of those for sedentary or office environment work.
Examples of Work

- Conducts complex organizational and procedural analyses, evaluates recommended organizational changes and reports on the merit of the recommendations.
- Manages assigned operations to achieve goals within available resources; plans and organizes workloads;reviews progress and makes changes as needed.
- Conducts financial studies to determine the availability of resources for finding current or new programs.
- Develops cost estimates and makes budget projections.
- Assists in the development of short and long range plans; gathers, interprets, and prepares data for studies,reports and recommendations; coordinates activities with other departments and agencies.
- Assists in the administration of the City's capital improvement programs.
- Oversees Human Resource and payroll function of a small or medium size department including representing the department and compiling information for all Civil Service appeals, worker's compensation claims,unemployment claims and other related legal matters.
- Assists department and division heads in writing, City Council reports, requests for grant funding and other administrative reports.
- Assists department and division heads in developing policy alternatives.
- Makes presentations to supervisors, boards, commissions, civic groups and the general public as assigned.
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities;monitors revenues and expenditures in assigned area to assure sound fiscal control; assists in the preparation of annual budget requests.
- Plans study of work problems and procedures such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
- Gathers and organizes information on problem or procedures including present operating procedures.
- Analyzes data gathered, develops information and considers available solutions or alternate methods of proceeding.
- Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes.
- Develops or updates functional or operational manuals outlining established methods of performing work in accordance with organizational policy.
- Prepares a variety of studies, reports and related information for decision?making purposes; conducts research, analysis, and prepares recommendations regarding proposals for programs, grants, services,budget, equipment, etc.
- Writes reports or presents data in formats such as abstracts, charts or tables.
- Interviews individuals to obtain data or draft correspondence to answer inquiries.
- Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc. as assigned.
- Investigates and follows up on citizen requests for service, complaints, and requests for information.
- Assists in the development of notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials about programs and services.

Minimum Qualifications
- A Master's or other post baccalaureate degree from an accredited college or university.*
- Four (4) years of responsible professional administrative experience (professional administrative experience is considered experience gained in a position that required a Bachelor's Degree upon entrance).
*Prior to appointment, the hiring agency is required to verify education claimed by the applicant to qualify for this classification. If selected for hire, applicants must provide original documents of their qualifying credentials to the hiring agency prior to their start date in this job classification.
Note: The Civil Service Department reserves the right to determine whether experience qualifies as related responsible professional administrative experience.
Note: This position requires a one (1) year probationary period.
Kind of Exam
A qualifying written examination and a rating of training and experience, weighted 100%. All related previous experience will be considered for qualification purposes, however credit on the rating of training and experience will only be given for experience gained within the last ten (10) years.
This is an original entrance examination.
