  2. Approval of the Minutes 
    March 15, 2023 Joint Utility, Cable, Telecommunications and Technology and Public Works, Sanitation and Environment Committee 
     
  3. Resolution – Reliability Penalty Remand 
    The committee will consider a resolution to establish a procedural schedule in response to the remand from civil district court related to the $1 million penalty. UD-17-04 
     
  4. Resolution – Gas Hedging 
    The committee will consider a resolution authorizing Entergy New Orleans to implement gas hedging program for the 2023/2024 winter heating season. 
     
  5. MotionDenton’s Budget Increase 
    The committee will consider approval of a motion to increase Denton’s budget due to continued FERC litigation.
     
  6. Resolution – Streamlining Docket Hearing Officer 
    The committee will consider a resolution appointing Judge Calvin Johnson as the hearing officer for Docket UD-20-01. 
     
  7. Ordinance – Billing Ordinance 
    ​The committee will consider an ordinance to amend existing procedures related to billing investigations, and appeals and to establish deferred payment arrangements, notice requirements for meter readings, and deadlines to enforce judgments, and to better define the process for appeals to the Council. The SWBNO Billing Advisory Committee recommended approval. ​

a. Amendment 

  1. Requires Council decisions on appeals to be transmitted to SWBNO within 15 days. 
  2. Changes the implementation requirement for SWBNO to enforce judgements from “no later than the second billing cycle after the administrative hearing” to “no later than the second billing cycle after the date of the administrative hearing judgement.”
  3. Changes the number of days SWBNO must complete repairs and the number of days within which SWBNO must notify customers of the estimated date on which repairs will be completed from “within 60 days of the administrative hearing date” to “within 60 days of the administrative judgment date.”
     
  4. Motion – SWBNO Reporting  
    The committee will consider a motion directing SWBNO to file all reports required under LA RS 33:4091 to the Clerk of Council.
     
  5. Presentation – 5G Enforcement Update 
    The Department of Public Works, Vieux Carre’ Commission (VCC) and Historic District Landmark Commission (HDLC) will provide an update on 5G enforcement from the December 6, 2022 meeting.
