These Ordinances amend Ordinance No's 29,265 and 29,266 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate Capital Outlay funds awarded by the State of Louisiana Facility Planning and Control ("FP&C") to the City of New Orleans for the Sewerage and Water Board Power Plant, Planning and Construction Project (No. 50-ML3- 18-02); and otherwise to provide with respect thereto.  Description: Transfer $33,988,995 from Intergovernmental Revenues (Fund 6699) to the Chief Administrative Office (Fund 4404) for the Sewerage & Water Board Power Plant, Planning and Construction Project.

These Ordinances amend Ordinance No's. 29,265 and 29,266 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate grants funds awarded to the City of New Orleans for the West Bank Ferry Terminal Renovations, Planning and Construction Project (No. 50-ML3-15-05); and otherwise to provide with respect thereto. Description: Transfer $291,000 from Intergovernmental Revenues (Fund 6699) to the Chief Administration Office (Fund 4404) for the West Bank Ferry Terminal Renovations, Planning and Construction Project.

These Ordinances amend Ordinance No's. 29,265 and 29,266 as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate donated funds received from CLB investments to The Department of Police to purchase equipment and supplies; and otherwise to provide with respect thereto.  Description: Transfer $10,000 from Intergovernmental Revenues (Fund 6699) to Department of Police (Fund 5116) to purchase equipment and supplies.

These Ordinances amend Ordinance No's. 29265 M.C.S. and 29266 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate grant funds from the U.S. Department of Labor to the Office of Workforce Development to assist job seekers and employers by providing career and training services; and otherwise to provide with respect thereto. Description: Transfer $30,000 from Intergovernmental Revenues (Fund 6699) to the Department of Labor - Workforce Investment (Fund 4130) to assist job seekers and employers by providing career and training services. 

7.  Cal. Ord. No. 34,119 (Introduced March 23, 2023) - By: Councilmembers Giarrusso, Green, Moreno and Thomas (By Request)  - For Discussion and Vote

This Ordinance amends and re-ordain Ordinance No. 28,869 M.C.S., entitled "An Ordinance Providing a Capital Budget for the Year 2022" in accordance with the provisions of Sections 3-117 and 4-206(1)(f) of the Home Rule Charter of the City of New Orleans; and otherwise to provide with respect thereto. Description: Amendment to the 2022 Capital Budget, de-appropriating a total of $1,905,980 in specific categories (Federal Aid ($479,488), Hazard Mitigation Grant Program ($61,705) and State Aid ($1,364,787)). 

8.  Cal. Ord. No. 34,121 (Introduced March 23, 2023) - By: Councilmembers Giarrusso, Moreno, Green and Thomas (By Request)  - For Discussion and Vote

This Ordinance amends Ordinance No. 29266 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2023", to transfer funds from the Department of Health to the Mayor's Office, Office of Homeless Programs & Strategy; and otherwise to provide with respect thereto. Description: Transfer $120,000 from the Department of Health (Fund 1000) to the Mayor's Office - Office of Homeless Programs & Strategy for Personal Services. 

9.  Cal. Ord. No's 34,135 and 34,136 (Introduced April 6, 2023) - By: Councilmembers Giarrusso, Moreno, Green and Thomas (By Request) - For Discussion and Vote

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate grant funds awarded to the Health Department for the Alternative Dispatch Behavioral Crisis Response Program to implement a Crisis Call Center Management Software System; and otherwise to provide with respect thereto. Description: Transfer $550,000 from Intergovernmental Revenues (Fund 6699) to the Federal Dept. of Justice - Health Department (Fund 4147) for the Alternative Dispatch Behavioral Crisis Response Program to implement a Crisis Call Center Management Software System.

These Ordinances amend Ordinance No's 29,265 M.C.S., and 29,266 M.C.S. as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate one-time grant funds awarded to the Healthcare for the Homeless Program to expand COVID-19 health center services; and otherwise to provide with respect thereto. Description: Transfer $66,316 from Intergovernmental Revenues (Fund 6699) to the Federal Dept. of Health and Human Services-Health Department (Fund 4145) to appropriate one-time grant funds awarded to the Healthcare for the Homeless Program to expand COVID-19 health center services.

These Ordinances amend Ordinance No's 29,265 M.C.S., and 29,266 M.C.S. as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate grant funds approved by FEMA on November 11, 2022, for the City of New Orleans Lower Ninth Ward Energy Resilience Building Resilient Infrastructure and Communities Scoping Project; and otherwise to provide with respect thereto.  Description: Transfer $221,375 from Intergovernmental Revenues (Fund 6699) to Federal Grants - Federal Department of Emergency (Fund 4115) to appropriate grant funds approved by FEMA on November 11, 2022, for the City of New Orleans Lower Ninth Ward Energy Resilience Building Resilient Infrastructure and Communities Scoping Project.

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate unassigned fund balance ($70,385,000) to provide funding for anticipated budget shortfalls identified after the first quarter budget hearings and to support the purchase ($50M) of vehicles and equipment; and otherwise to provide with respect thereto.  Description: Transfer $70,385,000 from Intergovernmental Revenues (Fund 6699) to the General Fund (Fund 1000) in Other Operating Sources (Unassigned Fund Balance).

13a)  This Ordinance amends Ordinance No's 29,266 M.C.S. as amended, entitled "An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2023", to reappropriate American Rescue Plan Act Tranche Two Part One funds from other operating to personal services, reappropriate American Rescue Plan Act Tranche One funds to the Chief Administrative Office to support the Police Department K9 and Mounted Units, and to move funding for the Real Timbers Walking Trail to Parks and Parkways; and otherwise to provide with respect thereto:  Description:  Reappropriate $10,450,000 in ARPA funds (tranche one and two) from Other Operating to Personal Services and Other Operating for Public Safety Support.

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate additional funds to the Jackson Barracks Project unit within the Department of Mosquito, Termite & Rodent Control for the purchase of motor vehicles; and otherwise to provide with respect thereto.  Description: Transfer $100,000 from Intergovernmental Revenues (Fund 6699) to the Louisiana Military Dept. (Fund 4412) – Mosquito, Termite and Rodent Control Board in Other Operating.

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate funds to the Office of Cultural Economy for Mardi Gras, Jazz Fest and Bayou Classic events and to embrace Culture Economic Initiatives & Partnerships; and otherwise to provide with respect thereto.  Description: Transfer $275,000 from Intergovernmental Revenues (Fund 6699) to the Mayor’s Office of Tourism and Arts (Fund 5115) Office of the Mayor in Other Operating.

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate funds to the Office of Cultural Economy for marketing materials, international exchanges, memberships, subscriptions and events; and otherwise to provide with respect thereto.  Description: Transfer $50,000 from Intergovernmental Revenues (Fund 6699) to Music and Entertainment (Fund 5117) Office of the Mayor in Other Operating.

These Ordinances amend Ordinances No's 29,265 M.C.S. and 29,266 M.C.S, as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023", to appropriate funds to the Office of Cultural Economy for business development, memberships, subscriptions, marketing and events; and otherwise to provide with respect thereto.  Description: Transfer $30,000 from Intergovernmental Revenues (Fund 6699) to New Orleans Film (Fund 5118) Office of the Mayor in Other Operating.

20.  Cal. Ord. No. 34,169 (Introduced April 20, 2023) – Presentation by Ashley Becnel - By: Councilmember Giarrusso (By Request) - For Discussion and Vote

This Ordinance ordains Section 70-564 of the Code of the City of New Orleans to establish fees for certain applications to the zoning administration of the Department of Safety and Permits; and to provide otherwise with respect thereto.  Description:  This Ordinance will revise the code (Chapter 70, Article V-Fees) to create a $100 fee for a zoning verification report, and a $200 application fee for a non-conforming use determination report. Due to the time-consuming and labor-intensive of the reports, the fees are in line with other jurisdictions.
