3.  MOTION NO. M-23-287 BY: COUNCILMEMBERS THOMAS AND HARRIS (BY REQUEST)

For Discussion and Vote

This motion authorizes the President of the City Council to sign Amendment No. 1 to a previously executed contract between the City of New Orleans and Legacy Professional Services LLC for continued service managing the City’s street light system. This amendment extends agreement through 7/21/2024 and adds $1,922,820 to the original contract and uses General Funds.

4.  MOTION NO. M-23-293 BY: COUNCILMEMBER THOMAS (BY REQUEST)

For Discussion and Vote

This motion authorizes the President of the City Council as a signatory to the professional services agreement between the City of New Orleans and Saltus Technologies Inc. and authorizing the President of the City Council to sign the contract. This Contract will continue to allow NOPD to use their “Digiticket” software for the purpose of issuing electronic traffic citations. The City will compensate Saltus Technologies for services rendered. The duration of this contract is 12 months, and the cost is not to exceed $2,024,500 of general fund money.

5.  MOTION NO. M-23-294 BY: COUNCILMEMBER GREEN (BY REQUEST)

For Discussion and Vote

This motion authorizes the President of the City Council as a signatory to the Grant of Servitude between the City of New Orleans, through its Stormwater and Green Infrastructure and Orleans Parish School Board and authorizing the Present of the City Council to sign the Grant of Servitude. This motion authorizes the Grant of Servitude for a term of 5 years, for a personal servitude of passage for vehicular access drive on/over a portion of the Grantor’s legal lot with municipal address of 1700 Pratt Dr. for the purposes of making stormwater improvements to the Dillard Wetlands for the benefit of the neighborhood. There is no fiscal impact to the City.

6.  MOTION NO. M-23-301 BY: COUNCILMEMBER THOMAS (BY REQUEST)

For Discussion and Vote

This motion authorizes the President of the City Council to sign Amendment No. 5 to apreviously executed contract between the City of New Orleans and SP Plus Corporation for continued service related to curbside management and enforcement for parking related issues, including meter operations management services. This amendment extends agreement through 6/2/2024.  The City pays annual unit price per parking space of $550; $164,175/year for enforcement; and max $69,300/year for enforcement personnel.

7.  ORD. CAL. NOS. 34,217 and 34,218 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate unspent ACT 119 funds to the New Orleans Recreation Development Commission; and otherwise to provide with respect thereto:

Description:  Transfer $404,191 from Intergovernmental Revenues (FUND 6699) to the General FUND (FUND 1000) – New Orleans Recreation Development Commission in Other Operating 

8.  ORD. CAL. NOS. 34,219 and 34,220 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds to the Department of Health for Emergency Medical Services to hire and train coordinators, purchase Naloxone kits and to develop informational and educational materials on substance, overdose and prevention; and otherwise to provide with respect thereto:

Description:  Transfer $433,330 from Intergovernmental Revenues (FUND 6699) to the Federal Dept. of Justice (FUND 4147) – Health Dept. in Personal Services $291,565, and Other Operating $141,765

9.  ORD. CAL. NOS. 34,221 and 34,222 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate additional funds to the Office of Police Secondary Employment due to the increase of Reserve Officers needed during Mardi Gras 2023; and otherwise to provide with respect thereto:

Description:  Transfer $255,000 from Intergovernmental Revenues (FUND 6699) to the Office of Police Secondary Employment (FUND 1145) in Other Operating

10.  ORD. CAL. NOS. 34,223 and 34,224 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate funds to the Office of the Mayor for Emergency and Recovery to reimburse various departments for Hurricane Ida related expenses; and otherwise to provide with respect thereto:

Description:  Transfer $20,000,000 from Intergovernmental Revenues (FUND 6699) to the Federal Dept. of Emergency (FUNFD 4115) – Office of the Mayor in Other Operating 

11.  ORD. CAL. NOS.  34,225 and 34,226 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds awarded by the Louisiana Workforce Commission to the Office of Workforce Development to enroll and train clients for the Lineman Program; and otherwise to provide with respect thereto:

Description:  Transfer $95,000 from Intergovernmental Revenues (FUND 6699) to the Dept. of Labor (FUND 4130) – Dept. of Workforce in Other Operating

12.  ORD. CAL. NOS. 34,227 and 34,228 - BY:   COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST)

For Discussion and Vote

These Ordinances amend Ordinance No’s. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds awarded by FEMA to the Chief Administrative Office for removal and replacement costs of servers and twenty (20) security cameras during the aftermath of Hurricane Ida; and otherwise to provide with respect thereto:

Description:  Transfer $125,617 from Intergovernmental Revenues (FUND 6699) to the Federal Dept. of Emergency (FUND 4115) – Chief Administrative Office - $15,461 in Personal Services, and $110,156 in Other Operating
