2. Approval of the minutes from the March 4, 2024 Quality of Life Committee Meeting and the April 1, 2024 Community Development Committee Meeting. 

3. Motion- M-24-170 Brief: A motion authorizing the president of the Council to sign a 3-year Subrecipient Agreement between the City and Flyte awarding $260,000 in ARPA funds to support over 300 Black women entrepreneurs from low- to moderate-income households through Flyte's 12-month Entrepreneur Empowerment Program. Presenter: Jeffrey Schwartz, Director of the Office of Economic Development 

4. Motion- M-24-171 Brief: A motion authorizing the president of the Council to sign a 3-year Subrecipient Agreement between the City and El Centro awarding $450,000 in ARPA funds to provide access to wealth-building programs to 400 Latino residents of New Orleans annually. Presenter: Jeffrey Schwartz, Director of the Office of Economic Development 

5. Motion- M-24-172 Brief: A motion authorizing the president of the Council to sign an 18-month Subrecipient Agreement between the City and Educators for Quality Alternatives awarding $325,000 in ARPA funds to launch The Next Steps Program. Presenter: Jeffrey Schwartz, Director of the Office of Economic Development 

6. Ordinance Cal. No. 34,574 Brief: An ordinance to adopt and ordain Article XXIII of Chapter 30 of the Code of the City of New Orleans regarding the permitting for film projects to establish permits and fees for certain applications related to filming.  Presenters: Carroll Morton, Director of Film New Orleans; Lisa Alexis, Director of the Mayor’s Office of Cultural Economy; Jason Waggenspack, CEO and Head of Possibilities for The Ranch Studios and President of LFEA (Louisiana Film and Entertainment Association)

7. Motion- M-24-173 Brief: A motion authorizing the president of the Council to sign the federal financial assistance award agreement between the City and the United States Department of Agriculture, US Forest Service for a period of five years.  Presenter: Daniel Jatres, Infrastructure Projects Administrator for the Office of Resilience and Sustainability

8. The Big Green Easy Parks Master Plan Presentation  Presenters: Asya Howlette, Director of the Mayor’s Office of Youth and Families; Michael Karam, Director of the Department of Parks and Parkways; Larry Barabino, Jr., CEO of the New Orleans Recreation Development Commission
