This Ordinance amends Ordinance No. 30141 M.C.S., as amended, entitled “An Ordinance Providing a Capital Budget for the Year 2025”, to effect the following change to the 2025 Capital Budget: to de-appropriate funds from the Department of Property Management, the New Orleans Recreation Development Commission, and the Office of Stormwater and Green Infrastructure; to appropriate funds to the Department of Property Management, Department of Public Works, the New Orleans Fire Department, the New Orleans Health Department, the New Orleans Police Department, the New Orleans Recreation Development Commission, and the Office of Resilience and Sustainability; and otherwise to provide with respect thereto.

This Ordinance amends Ordinance No. 30140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2025”, to transfer funds within the Office of Housing Policy and Community Development from appropriation 200 – Other Operating to 100 – Personal Services to cover administrative expenses

Description:  This Ordinance transfers $100,000 from the New Orleans Housing Trust Fund (Fund 5155) within Office of Community Development from Other Operating (200) to Personal Services (100).

9.  Ord. Cal. Nos 35,012 and 35,013 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds from the National Healthy Start Foundation to the Health Department to help LPHI (Louisiana Public Health Institute) identify and convene a local maternal safety work group comprised of community-focused public health and clinical experts to guide program activities; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $6,000 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Health Department in Other Operating (200).

10.  Ord. Cal. Nos 35,014 and 35,015 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds to the Office of the Mayor to close out a 2020 grant originally used for the City’s Census outreach efforts, support a public outreach event at Gallier Hall, allowing residents to learn about the City’s boards, commissions and engage with commissioners; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $30,900 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Office of the Mayor in Other Operating (200).

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds to the Health Department for the Family Connects New Orleans Project; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $300,000 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Health Department in Other Operating (200).

12.  Ord. Cal. Nos 35,018 and 35,019 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate grant funds awarded by the Governor’s Office of Homeland Security and Emergency to the Office of the Mayor for grant related expenses; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $132,049 from Intergovernmental Revenues (Fund 6699) to Federal Department of Homeland Security (Fund 4136) in the Office of the Mayor in Other Operating (200).

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate grant funds awarded by the Governor’s Office of Homeland Security and Emergency to the Office of the Mayor for grant related expenses; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $72,045 from Intergovernmental Revenues (Fund 6699) to Federal Department of Homeland Security (Fund 4136) in the Office of the Mayor in Other Operating (200).

14.  Ord. Cal. Nos 35,022 and 35,023 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds to the Health Department for the Making Connections Grant which focuses on PTSD, emotional disturbance; development of male MH planning body to guide for African American boys and young men.; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $57,483 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Health Department in Other Operating (200).

15.  Ord. Cal. Nos 35,024 and 35,025 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate grant funds awarded by FEMA to the Office of Homeland Security to cover the emergency costs during the aftermath of Hurricane Ida; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $5,407,293 from Intergovernmental Revenues (Fund 6699) to Federal Department of Emergency (Fund 4115) in the Chief Administrative Office in Personal Services (100).

16.  Ord. Cal. Nos 35,026 and 35,027 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds from the Kresge Foundation to the Health Department for the Phearless Community Project; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $100,000 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Health Department in Personal Services (1000 - $7,500 and Other Operating (200) $92,500.

17.  Ord. Cal. Nos 35,028 and 35,029 (Introduced 03-13-2025)

These Ordinances amend Ordinance Nos. 30139 and 30140 M.C.S., as amended, entitled An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate grant funds to the Department of Federal Homeland Security for Payroll and grant related expenses; and otherwise, to provide with respect thereto.

Description: These Ordinances transfer $604,672 from Intergovernmental Revenues (Fund 6699) to Federal Department of Homeland Security (Fund 4136) in the Office of the Mayor in Personal Services (1000 - $150,000 and Other Operating (200) $455,672.

18.  Ord. Cal. No 35,030 (Introduced 03-13-2025)

This Ordinance authorizes the Mayor of the City of New Orleans to enter into a Cooperative Endeavor Agreement between the City of New Orleans (the “City”) and Eternal Seeds, Inc, for a term greater than one year, for the public purpose of education and beautification in the City of New Orleans, as more fully detailed in the Cooperative Endeavor Agreement form attached hereto as Exhibit “A”; and otherwise to provide with respect thereto.

This Ordinance authorizes the Mayor of the City of New Orleans to enter into a multi-year Agreement between the City of New Orleans (the “City”), and the State of Louisiana, Division of Administration, Office of Community Development (“OCD”) for the use of U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant Program (“CDBG”) funds as nonfederal matching funds for Federal Emergency Management Agency (FEMA) Public Assistance Program funding utilized by the City of New Orleans for recovery efforts after the May 2021 Storms and Hurricane Ida, as more fully set forth in the Agreement form attached hereto and made a part hereof; and otherwise to provide with respect thereto.
