4. Loan agreement by and between the City of New Orleans and Winn Dixie Phase II, LP for City Square 162 Phase II rentals. To appear: Office of Housing, Policy, and Community Development
a) Motion for Council approval of the loan agreement with WD Phase II, LP to provide $4,200,000 of HOME Funding for new construction of forty-five (45) units of which twenty-eight (28) will be governed by HOME Affordability requirements. Affordability requirements will remain for no less than fifty (50) years.a)

This Ordinance amends Ordinance No. 30,141 M.C.S., as amended, entitled “An Ordinance Providing a Capital Budget for the Year 2025”, to effect the following change to the 2025 Capital Budget: to de-appropriate funds from the Department of Property Management, the New Orleans Recreation Development Commission, and the Office of Stormwater and Green Infrastructure; to appropriate funds to the Department of Property Management, Department of Public Works, the New Orleans Fire Department, the New Orleans Health Department, the New Orleans Police Department, the New Orleans Recreation Development Commission, and the Office of Resilience and Sustainability; and otherwise to provide with respect thereto.

This Ordinance amends Ordinance No. 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2025”, to transfer funds within the Office of Housing Policy and Community Development from appropriation 200 – Other Operating to 100 – Personal Services to cover administrative expenses. Description: This Ordinance transfers $100,000 from the New Orleans Housing Trust Fund (Fund 5155) within Office of Community Development from Other Operating (200) to Personal Services (100).
7. Ord. Cal. Nos. 35,075 and 35,076 – (Introduced April 10, 2025) - By: Councilmembers Giarrusso, Moreno, Morrell, Harris, Thomas, King And Green
These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025” to appropriate unassigned fund balance to the Chief Administrative Office to provide for the 2025 payment to Youth Force NOLA for programming; and otherwise to provide with respect thereto. Description: These Ordinances transfer $1,000,000 from Intergovernmental Revenues (FUND 6699) to the General Fund Operating Budget (FUND 1000) within the Chief Administrative Office in Other Operating (200)

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance providing an Operating Budget of Revenue and Expenditures for the City of New Orleans for the Year 2025” to appropriate unassigned fund balance to the Health Department to provide for the 2025 payment to Thrive Kids for continued programming; and otherwise to provide with respect thereto. Description: These Ordinances transfer $3,000,000 from Intergovernmental Revenues (FUND 6699) to the General Fund Operating Budget (FUND 1000) within the Health Department in Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate funds to the Law Department for the Federal Judgment payment in the Hainey v. City of New Orleans matter, -USDC-LAED #21-407; and otherwise to provide with respect thereto. Description: These Ordinances transfer $1,000,000 from Intergovernmental Revenues (FUND 6699) to the General Fund Operating Budget (FUND 1000) within the Department of Law in Other Operating (200).
10. Ord. Cal. Nos. 35,082 and 35,083 - (Introduced April 10, 2025) - By: CouncilmembersGiarrussoMoreno, Green And Thomas (ByRequest)
These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate funds to the Department of Parks and Parkways towards a full roof replacement for the Joseph M. Bartholomew Golf Course clubhouse; and otherwise to provide with respect thereto. Description: These Ordinances transfer $224,250 from Intergovernmental Revenues (FUND 6699) to Joe Bartholomew Golf Course (FUND 1143) within Parks and Parkways in Other Operating (200).
11. Ord. Cal. Nos. 35,084 and 35,085 - (Introduced April 10, 2025) - By: CouncilmembersGiarrussoMoreno, Green And Thomas (ByRequest)
These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate unspent grant funds from the State Homeland Security Program (SHSP) FY 21 to the Office of the Mayor for the purchase of telecommunication equipment; and otherwise to provide with respect thereto. Description: These Ordinances transfer $15,797 from Intergovernmental Revenues (FUND 6699) to the Louisiana Military Department (FUND 4412) within the Office of the Mayor in Other Operating (200).
12. Ord. Cal. Nos. 35,086 and 35,087 - (Introduced April 10, 2025) - By: CouncilmembersGiarrussoMoreno, Green And Thomas (ByRequest)
These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140, as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate Private Grant funds to the New Orleans Health Department to support the advancement of the Healthy Food Delivery to Pregnant and Postpartum Families Program and serve as a foundation for attracting additional investment for other programs; and otherwise to provide with respect thereto. Description: These Ordinances transfer $140,000 from Intergovernmental Revenues (FUND 6699) to Private Grants (FUND 4900) within the Health Department in Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate grant funds from the New Orleans Business Alliance to the Office of Workforce Development to expand opportunities for entry-level positions, support skill-building, and highlight potential career pathways; and otherwise to provide with respect thereto. Description: These Ordinances transfer $90,000 from Intergovernmental Revenues (FUND 6699) to Delta Regional Authority (FUND 4416) within Workforce Investment in Personal Services (100).
