This Resolution provides an incurring of debt and the issuance of not exceeding Forty-Five Million Dollars ($45,000,000) of Taxable Limited Tax Revenue Bonds, Series 2025, of the City of New Orleans, Louisiana (the "Series 2025 Bonds"), and providing for other matters in connection therewith.

These Ordinances amend Ordinance Nos. 29735 M.C.S. and 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2024”, to transfer funds to General Fund to cover shortages incurred during Fiscal Year 2024; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $6,255,707 from Intergovernmental Revenues (Fund 6699) to the General Fund (Fund 1000).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate grant funds to Hazard Mitigation for residential home elevations in Orleans Parish; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $918,134 from Intergovernmental Revenues (Fund 6699) to the Federal Department of Emergency (Fund 4115) in the Office of the Mayor within Other Operating (200).

These Ordinances amend Ordinance Nos. 30139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2025”, to appropriate funds to the Police Department to purchase operational expenses for the Crime Lab; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $7,958 from Intergovernmental Revenues (Fund 6699) to the Crime Lab Proprietary (Fund 6212) in the Police Department within Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate funds to the City Council to cover Wisner litigation costs incurred by Barrasso Usdin Kupperman Freeman & Sarver, L.L.C.; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $350,000 from Grants, Contributions, and Fund Transfers (Fund 6699) to the General Fund Operating Budget (Fund 1000) in the Council Central Office (2010) within Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate Federal Funds awarded by Proclamation 183 JBE 2022 to cover the costs incurred for debris removal due to the Severe Storms and Tornadoes event on December 13, 2022; and otherwise to provide with respect thereto.

Description: These Ordinances transfer 75,000 from Intergovernmental Revenues (Fund 6699) to the Louisiana Department of Administration (Fund 4404) in the Chief Administrative Office in Personal Services $21,352 (100) and within Other Operating $53,648 (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate Private Grant funds to the Health Department for the National Collaborative Gun Violence Research Program; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $40,487 from Intergovernmental Revenues (Fund 6699) to Private Grants (Fund 4900) in the Health Department within Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate funds to the Department of Code Enforcement to support Lot and Graffiti Abatement priorities in Orleans Parish; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $500,000 from Intergovernmental Revenues (Fund 6699) to Environmental Improvement (Fund 5108) in Code Enforcement within Other Operating (200).

These Ordinances amend Ordinance Nos. 30,139 M.C.S. and 30,140 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the Year 2025”, to appropriate FY24 Paul Coverdell Grant funds to the New Orleans Police Department for travel and supplies; and otherwise to provide with respect thereto.

Description: These Ordinances transfer $33,160 from Intergovernmental Revenues (Fund 6699) to the Louisiana Commission on Law Enforcement (Fund 4411) in the Police Department within Other Operating (200).

17.  Ord. Cal. No. 35,203 (Introduced 08-07-2025)

This Ordinance amends and re-ordain Ordinance No. 30,141 M.C.S., entitled “An Ordinance Providing a Capital Budget for the Year 2025”, to effect the following change to the 2025 Capital Budget: to de-appropriate funds from the Chief Administrative Office, the Department of Property Management, the Department of Public Works, and the Office of Resilience and Sustainability; to appropriate funds to the Chief Administrative Office to appropriate unencumbered bond funds to Louisiana State University and Agricultural and Mechanical College  (“LSU”) in the amount of $5,000,000 for capital expenditures consistent with LSU Downtown plans; and otherwise to provide with respect thereto.

Description:  This Ordinance de-appropriates and appropriates a total of $5,000,000 in various departments.
