5. ORD. CAL. NOS. 35,405 and 35,406 (Introduced April 9, 2026) -BY:   COUNCILMEMBERS HARRIS, MORRELL, WILLARD, MCCARRON AND KING (BY REQUEST)

These Ordinances amend Ordinance Nos. 30530 M.C.S. and 30531 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2026”, to appropriate funds to Film New Orleans from the New Orleans Tourism & Culture Fund to cover production expenses; and otherwise to provide with respect thereto.  Description: Transfer $125,000 from Intergovernmental Revenues (FUND 6699) to the New Orleans Film (FUND 5118) in the Office of the Mayor (100-Personal Services - $90,042 and 200-Other Operating - $34,957)

6. ORD. CAL. NO. 35,407 (Introduced April 9, 2026) – BY:  COUNCILMEMBERS HARRIS, MORRELL, WILLARD, MCCARRON AND KING (BY REQUEST)

This Ordinance amends Ordinance No. 30531 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2026”, to reallocate funds to ensure compliance with City Charter requirements for Independent Police Monitor and Office of Inspector General; and otherwise to provide with respect thereto.  Description: Transfer $564.541 from the General Fund (FUND 1000) in Miscellaneous Programs (200-Other Operating) to the General Fund (FUND 1000) - (100-Personal Services $126,532; 200-Other Operating $30,000) and to the Office of Inspector General (200-Other Operating $408,009) 

7. ORD. CAL. NOS. 35,408 and 35,409 (Introduced April 9, 2026) – BY:  COUNCILMEMBERS HARRIS, MORRELL, WILLARD, MCCARRON AND KING (BY REQUEST)         

These Ordinances amend Ordinance Nos 30530 M.C.S. and 30531 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2026”, to appropriate funds from the Sex Offender Registry Technology Fund to the Police Department for overtime costs; and otherwise to provide with respect thereto.  Description: Transfer $50,000 from Intergovernmental Revenues (FUND 6699) to the Sex Offender Proprietary (FUND 5124) in the Police Department (100-Personal Services)

8. ORD. CAL. NOS. 35,410 and 35,411 (Introduced April 9, 2026) – BY:   COUNCILMEMBERS HARRIS, MORRELL, WILLARD, MCCARRON AND KING (BY REQUEST)

These Ordinances amend Ordinance Nos. 30530 M.C.S. and 30531 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2026”, to appropriate Opioid Abatement Settlement funds to the New Orleans Health Department for recovery and support services; and otherwise to provide with respect thereto.  Description: Transfer $3,865,166 from Intergovernmental Revenues (FUND 6699) to the LA OPIOID Abatement Task Force (FUND 5153) in the Health Department (200-Other Operating)

9. ORD. CAL. NOS. 35,412 and 35,413 (Introduced April 9, 2026) – BY:   COUNCILMEMBERS HARRIS, MORRELL, WILLARD, MCCARRON AND KING (BY REQUEST)

These Ordinances amend Ordinance Nos 30530 M.C.S. and 30531 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2026”, to appropriate grant funds to the Health Department to support activities aligned with the Healthy Brain Initiative (HBI); and otherwise to provide with respect thereto.  Description: Transfer $50,000 from Intergovernmental Revenues (FUND 6699) to the Federal Department of Health and Human Services (FUND 4145) in the Health Department (200-Other Operating)

10. ORD. CAL. NO. 35,419 (Introduced April 9, 2026) – BY:  COUNCILMEMBER HARRIS

This Ordinance amends and reordain Division 2 of Article V of Chapter 18 of the City Code, to increase fees for rabies vaccination license tags; to establish for the reduction or waiver of license tag fees in cases of financial hardship; and otherwise to provide thereto.

11. ORD. CAL. NO. 35,421 (Introduced April 9, 2026) – BY:  COUNCILMEMBER HARRIS (BY REQUEST)

This Ordinance authorizes the Mayor of the City of New Orleans to enter into a Cooperative Endeavor Agreement between the City of New Orleans (“City”), the New Orleans Redevelopment Authority (NORA), and Finance New Orleans (FANO), for a term greater than one year, for the public purpose of administering the Housing Trust Fund in the City of New Orleans, as more fully detailed in the Cooperative Endeavor Agreement attached hereto as Exhibit “A”; and otherwise to provide with respect thereto.
