NEW ORLEANS, LA - On Thursday, December 11, 2025, the Governmental Affairs Committee met to discuss the Bourbon Street bollards contract and vote on several legislative items.
Bourbon Street Gate Proposal
Members of the New Orleans Police Department (NOPD) and Public Works briefed the Committee on updated pedestrian-safety measures for Bourbon Street. They proposed permanently raised TCP swing gates, which are safer and easier for officers to operate. If approved, installation would take 22–23 weeks and be phased to avoid full street closures.
The Council assured the public that temporary safety measures remain in place, including a new lease for the existing bollards. It confirmed that protections will continue following the January 1 terrorist attack. While acknowledging the urgency of a permanent solution, the Council agreed it is prudent to allow more time to review the plan’s details and for the incoming administration to assess it.
Committee Recommends Contract Extensions
The Committee recommended several contract extensions for Council approval:
- An Amendment which extends the City’s contract with G.E.C., Inc. to July 30, 2026, reduces total payment by $12.21, and adds environmental and engineering tasks for the Agriculture Street Landfill redevelopment, including hazardous-materials surveys and environmental monitoring.
- Another Amendment that extends the City’s agreement with Fast Enterprises to December 28, 2026, to continue managing the municipal revenue-collection system. It adds $490,000 for the following term and raises the total contract cap to $6,510,000.
- The Committee also recommended this amendment extending IV Waste, LLC’s sanitation-services contract for Area Five, including the French Quarter and Downtown Development District, for six months. Rates remain largely unchanged, with a maximum payable amount of $3,443,303.00.
Ordinance to Extend Pre-pay Parking Period
The Committee recommended for approval Ordinance No. 35,303, which amends the City code to extend the period during which residents may prepay for parking. The change is expected to increase parking revenue without raising overall parking costs.
