NEW ORLEANS, LA — During its meeting on Tuesday, Feburary 10, 2026, the New Orleans City Council’s Joint Utility, Cable, Telecommunications and Technology and Public Works, Sanitation and Environment Committee heard presentations from Delta New Orleans Gas Company (Delta Utilities), Entergy New Orleans, LLC, (Entergy), and Sewerage and Water Board of New Orleans (SWBNO).
Delta Utilities Presentation
The meeting began with a presentation by Delta on billing, including how bills are calculated and potential causes of recent high bills. Delta let the Committee know that it has maintained the same natural gas rate structure that was in place with Entergy New Orleans. It also expressed that the cost of natural gas has increased between September 2025 and February 2026, which may impact customers' bills. Following public comments, the Committee stressed the importance of communicating with the public in understanding their bills.
Entergy Presentation
Entergy presented on outages during recent cold weather events. The presentation included information on the impact of Winter Storm Fern as well as the recent outage on February 8th in New Orleans East. Following public comments, Entergy reassured the Committee that it is mitigating customer impact by doing pre-work on infrastructure before weather events and continually keeping stakeholders informed.
Sewerage and Water Board of New Orleans Presentation
Lastly, the Sewerage and Water Board of New Orleans provided updates on several key infrastructure and operational matters impacting residents citywide. SWBNO addressed the recent Panola Street water main break, outlining the cause of the break, response efforts, and steps taken to restore service and prevent similar incidents.
An update was also given on the Lead Service Line Replacement Program, including current progress, prioritization efforts, and timelines for continued replacements to improve water safety across neighborhoods. Regarding Smart Meter operations, SWBNO shared information on system performance, ongoing improvements, customer billing accuracy, and efforts to resolve service-related concerns.
The status of Sewer Pump Station repairs and recent sewer discharge events, highlighting completed repairs, active maintenance work, and mitigation strategies aimed at reducing future discharge incidents was also discussed. Additionally, SWBNO provided an overview of major water infrastructure issues by Council District, identifying high-priority projects and ongoing capital improvements across the city.
Finally, the presentation concluded with a summary of Q4 2025 construction and operations reports, detailing progress on major projects, infrastructure upgrades, and operational benchmarks.
