NEW ORLEANS - On Wednesday, July 30, 2025, the Governmental Affairs Committee moved to forward the appointments of several new members to different organizations for Council approval. Additionally, the Committee moved to report a motion that will be added to the regular agenda for the full council’s consideration. This motion would amend Rule 55.B. of the Council Rules and Regulations to limit drivers of Council vehicles.

Governmental Affairs Committee Forwards Several Personnel Appointments for Approval

The Committee moved to forward several new appointees to various organizations, including Linda Landesberg to the Fairgrounds Citizens Advisory Committee. Landesberg formerly served on the Fairgrounds Advisory Board from 2006 until 2010.

Next, the Committee forwarded Leo John Arnett for approval to the CBD Historic Districts Landmarks Commission. Arnett has experience as an intern at the US Department of State in the Office of Maritime Southeast Asia, with the City Council in the Office of Councilmember Moreno, and at the U.S. House of Representatives in Rep. Steve Scalise's office.

Finally, the Committee moved to forward Kimberly Thomas to the Sewerage and Water Board. Thomas, who is currently the president of the IGL Foundation (Independent Gaming League), would represent District C as part of the Board if approved.

John Alden Meade’s appointment to the Civil Commission was withdrawn, while Jacqueline Mouton Kepper’s appointment to the City Planning Commission was deferred to a later date.

Should the Council approve these forwarded candidates, each appointment will become effective immediately, and the appointees will remain in position for terms lasting several years.

Committee Discusses Amendment to Council Rules and Regulations Regarding Authorized Drivers

Following a decision made during the July 24, 2025, Regular Council Meeting, the Governmental Affairs Committee moved to report a motion that will be added to the regular agenda for the full council’s consideration.This motion would amend Rule 55.B. of the Council Rules and Regulations to limit drivers of Council vehicles. 

If amended, the new rule will clearly state that only Councilmembers and their assigned POST-certified executive security personnel or commissioned law enforcement officers shall be permitted to drive a Council vehicle. Additionally, no person shall operate a Council vehicle without a valid driver’s license.
