NEW ORLEANS - On Monday, July 14, 2025, the Quality of Life Committee received a presentation from several City Hall department members regarding the partial collapse of the Louisiana Endowment for the Humanities building that occurred on December 14, 2024. The Committee also reviewed a loan agreement and related documents between the City and Canal Crossing Senior Apartments, along with an amendment to the contract between the City and Life-Assist Inc.
Committee Hears Louisiana Endowment for the Humanities Building Collapse Updates
The Louisiana Endowment for the Humanities' partial building collapse is still affecting local businesses seven months after it occurred. On July 14, 2025, City Hall department representatives briefed the Committee on updates surrounding revitalization efforts on O'Keefe Avenue and Lafayette Street in the Central Business District. According to Jeffery Schwartz, the Director of the Office of Community, the goal is to have O’Keefe Avenue restored to regular traffic by January 2026. While O’Keefe Ave. is open to pedestrians, there is an ongoing two-way traffic reconfiguration.
Although the partial collapse occurred in December 2024, the aftermath and reconstruction efforts continue to take a toll on business owners in the area. Jay Dufour, the Chief Building Official and Chief Plan Examiner for the Department of Safety and Permits, suggested that a survey of brick masonry buildings could help prevent future collapses.
Committee to Forward Loan Agreement with Canal Crossing Senior Apartments, LP
The Committee recommended for approval a loan agreement with Canal Crossing Senior Apartments, LP, for a loan of $6 million in Community Development Block Grant (CDBG) and Emergency Rental Assistance 2 (ERAP 2) funds. This loan will aid in the development of 49 affordable housing units, which are at 2640 Canal Street. These affordable housing units are fully geared towards tenants 55 years and older.
Committee to Forward Contract Extension Between the City and Life-Assist Inc.
The Committee recommended for approval a fourth amendment to the contract between the City and Life-Assist Inc. This amendment would extend the contract for an additional year, from August 25, 2025, to August 24, 2026. The contract provides New Orleans EMS with the necessary medical supplies to provide care for residents across New Orleans, with funding not exceeding $4 million. This marks the fourth extension of the contract since 2022.
