As part of the Special Orders of Business, the Council recognized the 160th Anniversary of the Buffalo Soldiers. In honor of this anniversary, the City Council recognized family members and supporters of the Buffalo Soldiers. Notably, the 9th Cavalry Regiment and the 25th Infantry Regiment have historic roots in New Orleans.

Additionally, the Council honored Dr. Keith Ferdinand, who was named National Physician of the Year by the American Heart Association. Dr. Ferdinand received this honor on June 23 at the association’s National Volunteer Awards ceremony in Irving, Texas.
The award honored Ferdinand for his longstanding commitment to advancing cardiovascular health, reducing the impact of heart disease, and expanding access to quality cardiac care, particularly for patients in underserved communities.

Council Amends and Reordains Sections of Chapter 34 of the City Code
The Council adopted Ordinance No. 35,491 as amended. This ordinance amends and reordains sections of Chapter 34 of the City Code to strengthen Carnival safety, improve parade operations, and enhance enforcement.
The ordinance requires all float riders to wear safety harnesses and keep both feet on the float, establishes new limits and approval requirements for parade throws, allows approved branded food and small personal items, prohibits smoking, glass containers, and dispensing alcohol from floats, and updates operational rules for marching bands, support vehicles, and car clubs to reduce parade delays.
The proposal also increases civil fines for Chapter 34 violations and makes violations of certain public safety provisions, including prohibited ladders, tents, grills, and similar obstructions, misdemeanor criminal offenses.
Safe Streets CEA to Advance Data-Driven Roadway Safety Initiatives
The Council adopted Ordinance No. 35,500, which authorizes the Mayor to enter into Amendment No. 1 to a Cooperative Endeavor Agreement (CEA) between the City and Toole Design Group, LLC and Fehr & Peers. The purpose of this CEA is to develop, refine, and implement data applications to address roadway safety problems as part of the Safe Streets and Roads for All program.
Stormwater Infrastructure Project at Former Lindy Boggs Site Advances
The Council adopted Ordinance No. 35,492, which waives certain City Code requirements for a CEA between the City and Mercy Partners, LLC, related to redevelopment of the former Lindy Boggs Medical Center site.
The agreement commits $11.5 million in City funding for demolition of blighted structures and construction of stormwater retention infrastructure, including an underground retention tank connected to the public drainage system. The waiver allows the project to move forward by exempting it from specific contribution requirements for publicly funded improvements on private property.
Council Adopts Motion to Recognize Anniversary of Hurricane Katrina
The Council adopted Motion M-26-285, which recognizes the anniversary of Hurricane Katrina and amends the 2026 City Government Holiday Schedule to incorporate August 28, 2026, as a Day of Remembrance.
