NEW ORLEANS, LA – At its regular meeting today, the City Council adopted several pieces of legislation, including an ordinance to amend the existing lease with New Orleans Fuel Facilities, LLC at the Louis Armstrong New Orleans International Airport. The Council also adopted a resolution recognizing the importance of blood donation efforts during the semiquincentennial of the United States of America, among other matters.
Council Adopts Lease Amendment between NOFF, LLC and Louis Armstrong International Airport
The Council adopted Ordinance No. 35,433, which authorizes the New Orleans Aviation Board (NOAB) to amend its existing lease agreement with NOFF, LLC (NOFF) at the Louis Armstrong New Orleans International Airport. The amendment adds approximately 4,040 square feet of airport property associated with a new underground water pipeline near the airport's fuel tank farm and updates certain lease provisions. It's also important to note that this ordinance has no fiscal impact on the city and is essential to maintaining safe operations at the airport.
Times-Picayune/Advocate Appointed Official City Journal for 2026–2027 Term
The Council adopted Motion M-26-225, which designates The Times-Picayune/The New Orleans Advocate as the City of New Orleans’ official journal from June 1, 2026, through May 31, 2027, as required by state law.
The measure also extends the City’s existing printing arrangement with the newspaper on a month-to-month basis, with the option to cancel upon 30 days’ notice, until a replacement official journal is selected through a competitive process. Additionally, it authorizes the Council Chief of Staff to make reasonable adjustments to monthly rates to ensure uninterrupted publication services.
City Extends Granicus Contract for Short-Term Rental Enforcement
The Council adopted Motion M-26-237, which authorizes the City Council President to sign Amendment No. 4 to the City’s existing professional services contract with Granicus, LLC, which provides technology services supporting enforcement of short-term rental permit and tax regulations. The amendment extends the contract for one additional year, from April 18, 2026, through April 17, 2027, and increases compensation by $232,102.20, bringing the total contract value to just over $1.16 million.
Council Supports 2026 Blood Donation Campaign Tied to America's 250th Anniversary and Hurricane Preparedness
The Council adopted Resolution R-26-238, which recognizes and supports community blood donation efforts during June and July 2026 in conjunction with the nation's 250th anniversary celebration. It highlights the critical need for blood donations to support hospitals, emergency response, and lifesaving medical care, particularly during hurricane season.
The resolution encourages residents, businesses, schools, churches, and civic organizations to participate in blood drives and related service initiatives, emphasizing that blood donation reflects the values of volunteerism, civic responsibility, and public service associated with America's founding ideals. It also directs that the resolution be shared with organizations participating in America 250 commemorative activities.
City Advances Plan for $110M Bond Issuance to Refinance Debt and Fund Operations
The Council adopted Resolution R-26-240, which gives preliminary approval for the City of New Orleans to issue up to $110 million in Taxable Limited Tax Bonds. The bonds would be used to cover city operational costs, refund or refinance existing outstanding bonds, fund capitalized interest if needed, and pay issuance costs.
The bonds would be repaid from revenues generated by a dedicated city tax, would mature no later than 2046, and would bear interest at a rate capped at 10%. Additionally, this resolution approves the hiring of financial professionals: Foley & Judell, L.L.P., New Orleans, Louisiana, and Auzenne & Associates, LLC, as co-bond counsel; Financial Advisors LLC and CLB Porter, LLC, as co-municipal advisors; and an underwriting team led by J.P. Morgan, with Raymond James and Siebert Williams Shank as co-managing underwriters. These firms will support the structuring, advising, and sale of the bonds, with compensation contingent on successful issuance and subject to state approval.
