NEW ORLEANS, LA - On Monday, June 29, 2026, the Criminal Justice Committee convened to vote on legislation relating to DeGaulle Manor, as well as to hear quarterly reports from several organizations, including the Orleans Parish Sheriff's Office (OPSO), the Orleans Parish Juvenile Court (OPJC), the New Orleans Police Department (NOPD), and more.

Committee Reallocates Funds for DeGaulle Manor Demolition

The committee recommended approval for Ordinance Nos. 35,481 and 35,482. These ordinances amend the Operating Budget of Revenues and Expenditures, respectively, and deappropriate and transfer funds within the Chief Administrative Office, the Mayor's Office, and the Department of Code Enforcement for the purpose of the DeGaulle Manor demolition.

Quarterly Reports

The Criminal Justice Committee received quarterly reports from several organizations:

Orleans Parish Criminal District Court (OPCDC): Representatives from the OPCDC discussed their case management system, including the challenges and setbacks with getting used to the new system. As of June 23, the OPCDC has held 63 jury trials in 2026 alone. The OPCDC continues to maintain its specialty courts, including felony and misdemeanor Domestic Violence and Mental Health courts. OPCDC representatives also discussed legislative bills that have created issues for the courts, including SB 217 and SB 256.

Orleans Parish Sheriff's Office: Representatives of the OPSO provided updates on its total number of employees to date, its current vacancy rate, contraband recovered, and more. Additionally, Sheriff Michelle Woodfork reiterated the OPSO's commitment to a new era of accountability, with five main priorities. These priorities included safe and secure facilities, responsible stewardship of taxpayer dollars, constitutional operations, a professional workforce, and transparency with the public.

Orleans Parish Juvenile Court: The OPJC detailed its current budget and staffing situation before the committee, totaling $3,007,018. Representatives also detailed the current vacant positions within the court, the court's juvenile arrests and intakes from January 1 to June 26, and the challenges ahead for the rest of the year.

New Orleans Police Department (NOPD): Representatives from the NOPD provided a departmental overview, detailing French Quarter security updates, year-to-date 2026 crime statistics, violent crime reduction strategies, recruitment efforts, and 2026 overtime spending. In terms of overtime spending, NOPD has currently spent nearly $9 million of its $23 million allotted budget, leaving a little over $14 million remaining for overtime.

Orleans Parish District Attorney: OPDA Jason Williams provided an overview of recent public safety initiatives, community engagement efforts, legislative updates, operational challenges, and the progress of homicide cases in Orleans Parish. Orleans Parish Coroner: Representatives from the Orleans Parish Coroner's Office spoke about the fiscal challenges the office is facing, including impending layoffs and issues with air-conditioning and cooling systems.

Orleans Parish Clerk of Court: Representatives from the Orleans Parish Clerk of Court gave a presentation covering its operations, resources, initiatives, correspondence procedures, and more. The presentation also highlighted the office's commitment to integrity, service, and transparency in maintaining court records and aiding the public.

Orleans Parish Municipal and Traffic Court: Representatives from the Orleans Parish Municipal and Traffic Court provided updates on the Crescent City Community Court, which has conducted 1,261 pre-screen intakes and has served a total of 148 participants in 2026. The presentation also detailed the Quarterly Report of filings and dispositions, updates to online case resolutions, and more.

Office of Independent Police Monitor (OIPM): Representatives from OIPM provided an overview of its 2026 oversight activities, highlighting its role in monitoring police misconduct investigations, disciplinary proceedings, use-of-force incidents, and community engagement efforts. The OIPM also tracked critical use-of-force incidents, including officer-involved shootings, and reported that 81% of use-of-force cases reviewed this year were found to be within department policy, while 14% resulted in policy violations. In 2026, the office conducted dozens of public outreach events, community meetings, and media engagements, while continuing community-police mediation programs to help resolve complaints outside the disciplinary process.

Juvenile Justice Intervention Center (JJIC): Representatives from the JJIC provided the committee with a report showing ongoing progress in youth services, facility operations, and programs. In that quarter, 96 youth were admitted to detention, and 138 were discharged after an average of 80.5 days, with no critical incidents. Community supervision enrolled 29 new participants, graduated 19 youth, and reported no re-arrests.
