NEW ORLEANS, LA - On Tuesday, March 24, 2026, the Utility, Cable, Telecommunications, and Technology Committee convened to discuss several resolutions and to hear a report from Entergy New Orleans (ENO) regarding customer service interruptions.

ENO Gives Customer Interruptions YTD Report (Q4 2025)

Representatives from ENO briefed the Committee on the company’s Customer Interruptions Report for Q4 2025. The report showed that, overall, outages increased to 304,178 due to equipment issues, lightning, vegetation, and planned outages. However, this rise was balanced by a 60% decrease in transmission interruptions thanks to upgrades and initiatives.

Equipment failures remained the main cause of outages, but proactive maintenance and self-healing grid technology have improved reliability over time. Lightning-related outages also increased due to severe weather, which delayed equipment failures, while vegetation challenges persisted in dense tree areas under stricter trimming rules. Additionally, planned outages rose due to infrastructure upgrades and resilience projects, which are expected to deliver long-term benefits despite short-term disruptions.

Committee members raised concerns about ENO’s reliability, citing high levels of reported outages and interruptions in 2025. ENO outlined efforts to improve its reliability, but Committee members urged ENO to adopt a more proactive approach to resolving these critical infrastructure issues.

Committee Recommends Several Resolutions for Approval

The Committee also recommended three resolutions for approval by the full Council. These resolutions include the following:

  • The first resolution approves updates to Chapter 158 of the City Code, which governs utility regulation and customer protections. The revisions come from Docket UD-25-01 and include updates to the Customer Bill of Rights, clearer procedures for resolving customer complaints, and the creation of a Utility Regulatory Manual (URM).

  • The second resolution requires ENO and Delta Gas to reimburse CURO regulatory costs, with ENO covering up to 80% of the 2026 $957,672 budget, subject to adjustments based on actual expenses.
  • The third resolution shows the Council supports Louisiana House Bill 892, which creates the West End Economic Development District in Orleans and Jefferson Parishes, aiming to restore and promote economic, commercial, and tourism activities along the historic lakefront corridor devastated by Hurricanes Georges and Katrina.
