NEW ORLEANS, LA —  On Wednesday, May 20, 2026, the Climate Change and Sustainability and Utility, Cable, Telecommunications, & Technology committees held a joint meeting to hear a presentation from Entergy New Orleans (ENO) related to Direct Transfer Trip (DTT) requirements for community solar facilities.

Additionally, the joint committee considered a resolution to revise the integrated resource plan (IRP) rules to include distributed energy resources in both the Demand-Side Management Potential Study and the IRP analyses.

DTT Presentation by ENO

Representatives from ENO spoke before the joint committee to provide updates on DTT requirements for solar energy projects seeking to connect to the distribution grid. A DTT is a high-speed protection system that immediately disconnects large solar installations during grid faults to maintain grid reliability and protect utility workers' safety. ENO explained that these requirements are part of its broader Distributed Energy Resource (DER) interconnection standards, which govern how solar and battery storage systems connect to the grid.

The presentation outlined ENO's response to City Council Resolution R-26-109, which required updated guidance on when DTT protections are necessary. ENO worked with Schweitzer Engineering Laboratories to revise its standards and develop a decision tree identifying situations in which a DTT may not be required.

Representatives explained that ENO is internally reviewing the updated interconnection standards and expects to publish them in June 2026. ENO also clarified that solar subscriber organizations can request project-specific DTT re-evaluations, which are generally completed within 14 business days unless additional studies are required.

ENO reported that it has already reviewed five projects under the updated process: three were determined not to require DTT, one requires a Risk of Islanding (ROI) study, and one failed the initial screening and will require further engineering review through a System Impact Study.

ENO emphasized that it must make DTT determinations on a case-by-case basis by considering project size, location, and system configuration, and reaffirmed its commitment to working with developers and subscriber organizations as it implements the revised standards.

Integrated Resource Plan Rulemaking Resolution

Following ENO's presentation, the joint committee voted on Resolution R-26-220. This resolution revises the integrated resource plan (IRP) rules for including distributed energy resources in both the Demand-Side Management Potential Study and the IRP analyses.

The resolution establishes a procedural schedule for stakeholder participation, technical conferences, proposed rule revisions, public comments, and the Council's final review, with Hearing Officer Jeffrey Gulin overseeing the process.
