NEW ORLEANS, LA – At the regular meeting today, the City Council authorized a Cooperative Endeavor Agreement (CEA) between the City and the Orleans Parish Communications District, as well as a motion to designate the intersection of Valence Street and Magnolia Street as the “Big Chief Monk Boudreaux Honorary Intersection.” The Council also adopted a resolution stating the it will work with the Orleans Parish delegation of the Louisiana Legislature concerning patient access to essential medications–specifically misoprostol and mifepristone.
Before the start of the meeting, as part of the Special Orders of Business, the Council recognized various medical professionals, support organizations, survivors, and service agencies for their community involvement and engagement during Breast Cancer Awareness month. They thanked these community members for their advocacy and commitment to fostering education and awareness regarding breast cancer.

Council Adopts Revenue Anticipation Note Resolution
The Council suspended Rule 57 in order to add an item to the agenda and to adopt Resolution R-25-558. This resolution grants preliminary approval for the issuance of up to $125 million in Revenue Anticipation Notes for the City of New Orleans, makes application to the State Bond Commission for approval, and provides for the sale of these Revenue Notes.
The Council adopted this resolution to address the urgent cash flow issue raised by representatives from the Chief Administrative Office during the October 22, 2025, special Budget, Audit, and Board of Review Committee meeting. The Council urged the State Bond Commission to meet promptly regarding this resolution. Members of the Council also affirmed their serious approach to budgetary matters and emphasized that changes are necessary in the budgeting process to prevent similar cash flow issues in the future.
Council Authorizes CEA with OPCD
The Council adopted Ordinance No. 35, 237, which authorizes the Mayor to enter into a CEA between the City and Orleans Parish Communications District (OPCD) for the public purpose of improving the management, quality, speed, priority, and consistency by which 9-1-1 and 3-1-1 calls are processed and the overall organizational structure of OPCD is handled. The agreement renews and expands a prior partnership from 2016, allowing OPCD to assume responsibility for 3-1-1 operations and enhance overall emergency and non-emergency call handling.
Council Discusses Airport Lease Agreement
Ordinance No. 35,240, approved by the Council during the regular meeting, authorizes the City, through the New Orleans Aviation Board (NOAB), to enter into a Lease Agreement at Louis Armstrong New Orleans International Airport with Aero New Orleans II, LLC. The lease covers several buildings on the south side of the Airport. These buildings will be used for operation and maintenance to support the critical air cargo tenants and airline support related to ground services and agreements. The lease term is three years, with two possible one-year extensions, and the rent is 30% of all gross rent during each contract year or a minimum annual guarantee of $300,000.
New Orleans Aviation Board to issue CFC Bond Anticipation Notes
The Council adopted Resolution R-25-548, which authorizes the New Orleans Aviation Board (NOAB) to issue up to $15 million in Customer Facility Charge (CFC) Bond Anticipation Notes to reimburse the airport’s general fund, cover preliminary expenses, and finance CFC-related projects at Louis Armstrong New Orleans International Airport. It also approves the issuance of up to $120 million in Revenue and Refunding Bonds to repay the anticipation notes and refund existing 2018 CFC bonds. The Council noted that there will be no impact to the general fund or taxpayers through the adoption of this Resolution.
Council Adopts Honorary Intersection for Big Chief Monk Boudreaux
The Council adopted Motion M-25-549, designating the intersection of Valence Street and Magnolia Street as the “Big Chief Monk Boudreaux Honorary Intersection.” This motion honors Joseph Pierre “Monk” Boudreaux for his extraordinary cultural and musical contributions to New Orleans. Boudreaux, a renowned Black masking Indian Big Chief, musician, and Grammy-nominated artist, has preserved and advanced the city’s cultural traditions for over 70 years. The Department of Public Works is directed to install signage marking the honorary designation within 120 days.
Council Adopts Essential Medication Resolution
The Council moved to adopt Resolution R-25-552, recognizing the New Orleans Health Department's (NOHD) study on the effects of Louisiana Act 246, which designated mifepristone and misoprostol as Schedule IV controlled substances. The study found that the law has caused delays and denials of medically necessary care—including miscarriage management, fertility treatments, and postpartum hemorrhage—while also creating confusion and stigma among pharmacists. NOHD representatives presented their findings to the Council, who assured their commitment to working with the local legislative delegation to address the issues highlighted in the report.
