NEW ORLEANS, LA - On Monday, September 15, 2025, the Public Works Committee convened to review contracts according to Council Rule 57, including professional service agreements and rental agreements. The Committee also discussed several matters relating to different public works projects in New Orleans. The discussion and vote on the proposed resolution by Councilmember Green amending District D bond projects approved via Resolution R-25-427 was deferred to the following Public Works Committee meeting.
Committee Reviews Amendment to Contract with MDL Enterprises, LLC
The Public Works Committee recommended amendment No. 3 to the MDL Enterprises, LLC contract for approval by the Council. This contract authorizes MDL Enterprises to provide skid steer and front-end loader services with designated operators to supplement the Department of Sanitation’s operations. These skid steers and front-end loaders are used for Mardi Gras and to supplement clean-up efforts regarding illegal dumping throughout the city. Amendment No. 3 will extend the contract for one year through February 5, 2027.
Committee Discusses Rental Agreement with Executive Plaza
Members of the Committee recommended the Rental Agreement with Executive Plaza for approval by the Council. If approved, this Rental Agreement will continue to provide office space and signage for the New Orleans Health Department’s New Orleans Health Department’s Women, Infants & Children Program (WIC) Program within the Executive Plaza office building for an additional two years for $78,876.92. WIC is a Special Supplemental Nutrition Program that provides healthcare and nutrition services for pregnant, breastfeeding, and postpartum women, and infants and children up to 5 years of age.
Professional Service Agreement to Authorize Recycling Cart Production for New Orleans
Deputy Chief Resilience Officer of the Office of Resilience & Sustainability, Greg Nichols, and Department of Sanitation Director, Matt Torri, gave a presentation before the Committee regarding the Professional Services Agreement with Rehrig Pacific Company and New Orleans’ recycling expansion. If approved by the Council, this agreement would authorize the Rehrig Pacific Company to manufacture, assemble, and distribute approximately 83,000 recycling carts and educational materials in support of the city’s Environmental Protection Agency (EPA) SWIFR grant award to increase recycling efforts in New Orleans. The EPA SWIFT grant supports improvements to waste management systems and programs.
The contract will last for a term of three years, with a maximum of $4,720,000, of which $3,320,000 is reimbursable by the EPA. The remaining balance will be available for the Sanitation Department as needed.
Following the presentation, which can be viewed here, the Committee raised concerns surrounding the proposed phased rollout of recycling carts as well as the rollout of educational materials for residents. Ultimately, while the Committee recommended the agreement for approval by the Council, they anticipated that further discussion on the matter would be necessary during the September 25th Council meeting.
Committee Discusses Illegal Tire Dumping in New Orleans East
Representatives from various agencies, including the Department of Sanitation, the NOPD 7th District, the Louisiana Department of Wildlife and Fisheries, and more, spoke before the Committee regarding illegal tire dumping across the city—particularly in New Orleans East. The presentation, available to view here, outlines proposed solutions to combat illegal tire dumping through ongoing legal enforcement and preventive measures. The Committee expressed its full support for the continued community efforts to prevent illegal dumping within the city. It also condemned those who continue to participate in illegal dumping throughout New Orleans.
