Councilmember Lesli Harris Responds to Emergency Budget Hearing and Calls for Long-Term Fiscal Planning

NEW ORLEANS, LA — Following yesterday’s emergency budget hearing, Councilmember Lesli Harris expressed deep concern over the City’s worsening fiscal crisis and called for stronger long-term financial planning and safeguards to prevent future shortfalls.

The New Orleans City Council was informed that these latest budget gaps stem in part from delayed federal reimbursements and advancement of JIRR funds due to the ongoing federal government shutdown, which has stalled critical payments to local governments across the country. The shortfall is coupled with the already expected budget issues related to the extraordinary overtime costs related to the New Year’s Eve terrorist attack and heightened security demands during this year’s Super Bowl.

“I’m confident that as a Council working closely with the Chief Administrative Officer’s team, we can deliver a balanced budget just as we have done year after year. While I appreciate the administration searching for revenue raising solutions, we should pursue all other options rather than raising local fees and taxes. Cost of living burdens are already too high for the people of New Orleans. I appreciate CAO Joe Threat looking to find efficiencies in government, and as I mentioned in today’s meeting, there are even likely opportunities to draw additional revenues through strategy and early collaboration with our state legislators. I look forward to working to find solutions to meet the priority needs of the people of New Orleans and to address our budget obligations by December 1.”

The proposed local alert program would fill those gaps, ensuring swift public notification when such an individual is reported missing in Orleans Parish. Alerts would be distributed through the City’s NOLA Ready platform or a comparable system, operating 24/7.

We know the Carnival season provides immeasurable benefits to our residents and a sizable portion of our small businesses’ annual revenue -- especially those in District B. I’m so pleased that the administration now has a path forward to bring Mardi Gras back to the front doors of businesses and residents along Jefferson, Magazine, and Tchoupitoulas. We have the funding to support security in these areas, and I stand ready to partner with the administration, NOPD, other law enforcement agencies, and the krewes to restore the Mardi Gras we know and love."

Statement from Council President Moreno Regarding Sewerage & Water Board Substation

Statement from Council President Moreno Regarding Sewerage & Water Board Substation

Entergy's inability to finance the Sewerage & Water Board doesn't stop this project because the big difference is that the City now has American Rescue Plan Act (ARPA) dollars in hand. Using ARPA funds to pay for the SWBNO substation is now the most straightforward solution to funding this project, and it's also the cheapest for ratepayers. For Entergy to finance the substation means SWBNO ratepayers would be on the hook for almost $30 million in construction costs and another $7 million in Entergy profit.
