Neighborhood Participation Plans

The New Orleans City Council is investigating whether changes should be made to Articles 1-4 of the Comprehensive Zoning Ordinance. The goal of these changes would be to streamline administrative processes, clarify unclear provisions of the CZO, and codify evolving practices. As part of this process, the motion initiating the text amendment will allow the City Planning Commission to update definitions in Article 26 to ensure consistency in the CZO. CPC will be directed to work with the Council Land Use Officer as well as the Zoning Administration of the Department of Safety and Permits on this matter, and this is a joint effort from these three coordinating bodies.

In our initial NPP, we received feedback from the public requesting additional information about what's being considered as well as a virtual information hub where residents can learn about the project. This website is intended to serve as that information hub. Once a motion is adopted by the City Council initiating the text amendment, communication and updates will be provided primarily by the City Planning Commission.

Below is a table showing the changes proposed to date. This list should not be considered final as the draft motion allows the CPC to "make all appropriate changes to the proposed regulations and any existing corresponding regulations in the Comprehensive Zoning Ordinance, as amended, to establish consistency and continuity with the format of the existing zoning code, to add references wherever references are customary, needed and/or appropriate, to make the appropriate adjustments to clarify any ambiguities or mistakes, and to make adjustments deemed necessary in light of public testimony resulting from this review."

The NPP for this motion is scheduled for Thursday, May 22, 2025 at 6:00 pm. You can join the call at https://us06web.zoom.us/j/84808308950.
