NEW ORLEANS - At today's City Council meeting, the Council voted on the Short Term Rental zoning docket, the designation of the "Clean Zone" for the National Basketball Association's All-Star Weekend and more. Additionally, the council heard presentations from Southern University at New Orleans (SUNO) celebrating its 60th Anniversary and the Young Leadership Council celebrating its 30th Anniversary.
In other news, the City Council convened as the Orleans Parish Board of Review to hear and adopt recommendations regarding property tax assessment appeals.

NEW ORLEANS - At today's City Council meeting, the Council voted on the Short Term Rental zoning docket, the designation of the "Clean Zone" for the National Basketball Association's All-Star Weekend and more. Southern University at New Orleans to Celebrate its 60th Anniversary
The Council heard a presentation from Southern University at New Orleans (SUNO) regarding its 60th anniversary and its annual fundraising event, The Bash, will be on Friday, Oct. 28 from 7-11 p.m. at the Hyatt Regency New Orleans.
The Bash will not only celebrate the founding of Southern University at New Orleans, but it will also honor the legacy of the late SUNO alum Ronald E. Gardner, civic leader and longtime LSU Health Sciences administrator.
"SUNO has been exceptional in preparing its students to become successful leaders in the city of New Orleans." said District "D" Councilmember Jared Brossett. "I look forward to continuously supporting them for many years to come."

The Young Leadership Council Celebrates its 30th Anniversary
Today,
the council heard a presentation by Stephanie Powell, Executive
Director of the Young Leadership Council (YLC) celebrating its 30th
anniversary. The organization is a nonprofit, nonpartisan civic
organization created to develop leadership through community projects
for the betterment of New Orleans
YLC
is the oldest independent young professional's organization in the
country. The organization has raised more than $25 million to support
community initiatives throughout the Greater New Orleans Area since
1986.
"YLC
helps young professionals get involved in civil engagements, and it
helps them make meaningful connections with other professionals to
prepare them to become future leaders for our city," said District "A"
Councilmember Susan Guidry. "We are extremely proud of everything you
all have accomplished, and look forward to another 30 plus years from
the Young Leadership Council."

that have been appealed by taxpayers. Appeal determinations, as well as

Prior
to today's Regular City Council meeting, the Council convened as the
Orleans Parish Board of Review to determine the property tax assessments
that have been appealed by taxpayers. Appeal determinations, as well as
how to further appeal to the Louisiana Tax Commission, can be found HERE.
City Council Votes on Short Term Rentals Zoning Docket
Today, the Council voted six to one to pass the amended Zoning Docket 61/16, the City Planning Commission's recommendations for regulating Short Term Rentals in the City of New Orleans. Zoning Docket 61/16 is the next step in a lengthy process the Council, Mayor and CPC have undertaken to examine the regulation of Short Term Rentals citywide.
In August 2015, the Council asked the CPC to conduct a comprehensive study of Short Term Rentals, including an examination of national best practices and recommendations for regulations in New Orleans. The Short Term Rental Study was approved by the CPC in January 2016 and transmitted to the Council. At the request of Mayor Landrieu, the Council then directed the CPC to consider text amendments to the City's Comprehensive Zoning Ordinance (CZO) to reflect the CPC staff's regulatory recommendations from the study, via Motion M-16-166.
According to the City's Home Rule Charter, the City Council must "refer all proposed zoning ordinances and amendments to the Commission for its recommendations," and Zoning Docket 61/16 contains the CPC's recommended zoning amendments to regulate Short Term Rentals in response to the Council's referral in M-16-166.
Now that the Council has approved Zoning Docket 61/16 by motion, an ordinance to amend the CZO will need to be drafted by the Law Department, introduced, and voted on by the Council at a future date. Additionally, and at the Council's urging, an ordinance setting the enforcement mechanisms for the short term rental regulations contemplated in the adopted land use motion was introduced on first-reading by the Mayoral Administration.

Designated "Clean Zone" for 2017 National Basketball Association All-Star Weekend
The Council adopted Ordinance Calendar No. 31,586 to provide for the designation of public property within areas of the City as a temporary "Clean Zone" relative to the use of this area in conjunction with the 2017 National Basketball Association (NBA) All-Star Weekend and Game and related activities events, which begins on Friday, Feb.17, and ends on Sunday, Feb. 19.
This designation provides for the temporary prohibition of transactions of any business on public streets, sidewalks, rights of way and outside of an enclosed building, including the sale of food, beverages, and/or merchandise within the "Clean Zone" areas. Permits relative to the aforementioned prohibited activities shall be suspended, and inflatables, unauthorized general advertising and the placement of unauthorized tents will be prohibited within the "Clean Zone" during the effective dates and times.
The Ordinance establishes the "Clean Zone" within the area bounded by North Claiborne and Elysian Fields Avenues, South Claiborne Avenue and Earhart Boulevard (through Calliope Street to the Mississippi River) crossing the Mississippi River (at the Orleans Parish line) to West Bank Levee of Orleans Parish, and proceeding to Vallette Street returning across the Mississippi River to Esplanade Avenue including Crescent Park, The Louisiana Stadium and Exposition District property (Mercedes Benz Superdome, Smoothie King Arena and Champions Square), and the Ernest N. Morial Exhibition Hall Authority property. The temporary "Clean Zone" will be effective from 6 a.m. on Monday, Jan. 30 until 6 p.m. on Monday, Feb. 20.
