The New Orleans City Council will conduct its Budget/Audit/Board of Review committee meeting via teleconference.  The agenda is as follows:

3. Ordinance Cal. No. – 33109 (Will be Introduced on 9/3/20) by Councilmember Brossett 

This ordinance amends and reordains Sections 70-83 of Chapter 70 of the Code of the City of New Orleans; to establish protocols regarding the annual reporting for dedicated funds; and otherwise to provide with respect thereto.

4. Motion No. M-20-273 – Amendment to the Classified Pay Plan – New Classification (S&WB – Environmental Enforcement Technician Supervisor/Non-Exempt) – Per July 20, 2020 Letter from Lisa M. Hudson, Personnel Director

 

5. Motion No.M-20-274 – Amendments to the Classified Pay Plan – New Job Series (Test Development and Validation) – Per July 20, 2020 Letter from Lisa M. Hudson, Personnel Director

 

6. Resolution – R-20-277 – Resolution to address the requirement by the Louisiana Legislative Auditor for governmental entities to complete and submit the Louisiana Compliance Questionnaire as part of the 2019 annual audit along with an adopted resolution of approval by the governing authority.

7. Ordinance Cal. Nos. – 33037, 33038 (Introduced 7/16/20) by Councilmember Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $142,393 of Louisiana Military Department State Grant funds from Intergovernmental Transfers to the Mayor’s Office of Homeland Security ($142,393 – other operating) for preventing acts of terrorism and other catastrophic events to include the purchase of rescue task force kits, a mobile command vehicle, a portable light tower, and x-ray machines.

 

8. Ordinance Cal. Nos. – 33039, 33040 (Introduced 7/16/20) by Councilmembers Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $50,167 of Department of Homeland Security Federal Grant funds from Intergovernmental Transfers to the Mayor’s Office of Homeland Security ($50,167 – other operating) for increasing emergency management and response capacity hosting a full-scale city evacuation exercise and senior leadership training in hurricane season prep and general hazard response.

 

9. Ordinance Cal. Nos. – 33041, 33042 (Introduced 7/16/20) by Councilmember Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $100,000 from Intergovernmental Transfers to the Department of Health for the Simon V. Sickles Legacy Fund (other operating - $100,000) to establish a budget.  Funds will be used to provide medical advice, purchase medications, medical therapies, vaccines, medical supplies and to address disasters that affect low-income individuals in the city. 

 

10. Ordinance Cal. Nos. – 33045, 33046 (Introduced 7/16/20) by Councilmember Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $199,968 of LA Department of Treasury state funds from Intergovernmental Transfers to the Mayor’s Office of Homeland Security for purchases related to the repair and acquisition of security equipment for Real Time Crime Monitoring Center. 

 

11. Ordinance Cal. Nos. – 33052, 33053 (Introduced 7/16/20) by Councilmember Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $387,826 of previously awarded HUD federal grant funds from Intergovernmental Transfers to the Office of Community Development ($15,015 – personal services; $327,826 – other operating) that was not included in the 2020 budget for the agency.  This ordinance appropriates the balance of the grant not spent in 2019.

 

12. Ordinance Cal. Nos. - 33067 (Introduced 8/6/20) by Councilmember Brossett (By Request)

This ordinance amends the 2020 Operating Budget of Expenditures, transferring $76,500 General Funds from Miscellaneous Programs (other operating - $76,500) to the Mayor’s Office of Homeland Security (personal Services - $76,500) due to the cancellation of a CEA with the non-profit Evacuteer who provided project management and volunteer supervision services during city declared states of emergency. The funding will be used to cover the costs of a volunteer coordinator position that will provide this service in-house.

 

13. Ordinance Cal. Nos. - 33068, 33069 (Introduced 8/6/20) by Councilmember Brossett (By Request) 

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $4,594,009 additional HUD CARES Act (ESG) funding from Intergovernmental Transfers to the Office of Community Development (personal services - $344,551, – other operating - $4,249,458) to re-house unsheltered homeless individuals in hotels or living on the street, moving individuals currently in temporary housing to permanent housing, used on operating costs related to the expansion of the Low Barrier Shelter and for legal assistance, foreclosure mitigation, and rental assistance for households that have lost income as a result of the COVID-19 pandemic.

 

14. Ordinance Cal. No. - 33094, 33095 (Introduced 8/20/20) by Councilmember Brossett (By Request)

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $402,791 of U.S. Department of Transportation Grant Funds from Intergovernmental Transfers to the Mayor’s Office of Transportation (other operating - $402,791) to fund a project that is intended to validate and expand upon the Pedestrian Fatality Risk Pilot data analysis tool used to inform policy and decision-making related to increase roadway safety. 

 

15. Ordinance Cal. No. - 33096, 33097 (Introduced 8/20/20) by Councilmember Brossett (By Request) 

These ordinances amend the 2020 Operating Budget of Revenues and Expenditures, appropriating $4,172,098 FEMA Grant funds from Intergovernmental Transfers to the Office of Homeland Security ($4,172,098 – Other Operating) for the physical elevation of 22 severe repetitive loss and repetitive loss structures located throughout the city. In addition to elevation costs, these funds will also be used for eligible relocation, filing fees, historic recordation costs, project and grant administration costs.
