3.  Ordinance Cal. No. 33,656 - (Introduced March 10, 2022) by Councilmembers Giarrusso, Harris, Moreno and Morrell

This Ordinance amends Ordinance No. 33,520 M.C.S., as amended, entitled “An Operating Budget of Expenditures for the City of New Orleans for year 2022” to transfer an appropriation from the City Planning Commission to Miscellaneous Programs to effectively restrict budgeted appropriations to allow for Council review prior to expenditure of funds; and otherwise, to provide with respect thereto:

Description: Transfer a total of $1,002,085.50 in Personal and Operating Services from the City Planning Commission to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

Amendment:  Moves dollars for vacant FTEs from the City Planning Commission’s Personal Services Spending and 6/12 of the City Planning Commission’s unobligated Other Operating dollars, and places them in Debt Services.

Amendment Description: Transfer a total of $1,208,501 in Personal and Operating Services from the City Planning Commission to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

4.  Ordinance Cal. No. 33,657 - (Introduced March 10, 2022) by Councilmembers Giarrusso, Harris, Moreno and Morrell

This Ordinance amends Ordinance No. 33,520 M.C.S., as amended, entitled “An Operating Budget of Expenditures for the City of New Orleans for year 2022” to transfer an appropriation from the Department of Public Works to Miscellaneous Programs to effectively restrict budgeted appropriations to allow for Council review prior to expenditure of funds; and otherwise, to provide with respect thereto:

Description: Transfer a total of $15,387,418.50 in Personal and Operating Services from the Department of Public Works to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

Amendment:  Moves dollars for vacant FTEs from the Department of Public Works Personal Services Spending and 6/12 of the Department of Public Works unobligated Other Operating dollars, and places them in Debt Services.

Amendment Description: Transfer a total of $7,713,918 in Personal and Operating Services from the Department of Public Works to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

5.  Ordinance Cal. No. 33,658 - (Introduced March 10, 2022) by Councilmembers Giarrusso, Harris, Moreno and Morrell

This Ordinance amends Ordinance No. 33,520 M.C.S., as amended, entitled “An Operating Budget of Expenditures for the City of New Orleans for year 2022” to transfer an appropriation from the Department of Law to Miscellaneous Programs to effectively restrict budgeted appropriations to allow for Council review prior to expenditure of funds; and otherwise, to provide with respect thereto:

Description: Transfer a total of $3,460,272.50 in Personal and Operating Services from the Department of Law to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

Amendment:  Moves dollars for vacant FTEs from the Department of Law’s Personal Services Spending and 6/12 of the Department of Law’s unobligated Other Operating dollars, and places them in Debt Services.

Amendment:  Description: Transfer a total of $977,117 in Personal and Operating Services from the Department of Law to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

6.  Ordinance Cal. No. 33,659 - (Introduced March 10, 2022) by Councilmembers Giarrusso, Harris, Moreno and Morrell

This Ordinance amends Ordinance No. 33,520 M.C.S., as amended, entitled “An Operating Budget of Expenditures for the City of New Orleans for year 2022” to transfer an appropriation from the Department of Safety & Permits to Miscellaneous Programs to effectively restrict budgeted appropriations to allow for Council review prior to expenditure of funds; and otherwise, to provide with respect thereto:

Description: Transfer a total of $4,088,975.50 in Personal and Operating Services from the Department of Safety & Permits to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

Amendment:  Moves dollars for vacant FTEs from the Department of Safety & Permit’s Personal Services Spending and 6/12 of the Department of Safety & Permit’s unobligated Other Operating dollars, and places them in Debt Services.

Amendment Description: Transfer a total of $2,506,980 in Personal and Operating Services from the Department of Safety & Permits to Miscellaneous Programs to restrict budgeted appropriations to allow for Council review prior to expenditure of funds.

8.  Ordinance Cal. Nos. 33,623 and 33,624 with Amendments - (Introduced February 3, 2022) by Councilmember Moreno

These Ordinances amend Ordinances Nos. 28,862 M.C.S. and 28,863 M.C.S., as amended, entitled “An Ordinance providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022”; to appropriate funds to the Chief Administrative Office to fund an initiative aimed at returning funds to victims of crime who were charged to retrieve stolen property; and otherwise, to provide with respect thereto:

Description: The ordinances and accompanying amendments transfer $150,000 to the Chief Administrative Office from Fund Balance for an initiative to return funds to victims of crime charged to retrieve their stolen property.

9.  Ordinance Cal. Nos. 33,654 and 33,655 - (Introduced March 10, 2022) by Councilmember Moreno

These Ordinances amend Ordinances Nos. 28,862 M.C.S. and 28,863 M.C.S., as amended, entitled “An Ordinance providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022”; to appropriate American Rescue Plan Act (ARPA) funds provided to the City of New Orleans (Orleans Parish) in direct assistance from the United States Department of Treasury to support gas utility assistance programs and other initiatives aimed at reducing gas utility costs for the residential gas customers of New Orleans; and otherwise, to provide with respect thereto:

Description: Transfer $5,000,000 from Intergovernmental Revenues to Utility Regulatory and Energy to support gas utility assistance programs and other initiatives to reduce gas utility costs for customers.

11.  Ordinance Cal. Nos. 33,635 and 33,636 - (Introduced February 17, 2022) by Councilmembers Giarrusso, Moreno, Morrell, Green and Thomas (by Request)

These Ordinances amend Ordinances Nos. 28,550 M.C.S. and 28,551 M.C.S., as amended, entitled “An Ordinance providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2021”; to appropriate state grant funds from Intergovernmental Transfers to the Mayor’s Office of Workforce Development for the 2021 National Disaster Dislocated Worker Grant Program; and otherwise, to provide with respect thereto:

Description: Transferring $1,248,139 to assist affected individuals residing in the Workforce Development Subrecipient area affected by Hurricane Ida.

12.  Ordinance Cal. No. 33,640 - (Introduced February 17, 2022) by Councilmembers Giarrusso, Moreno, Morrell, Green and Thomas (by Request)

This Ordinance authorizes the Mayor of the City of New Orleans to enter into a Cooperative Endeavor Agreement between the City of New Orleans (the “City”), the New Orleans Recreation Development Commission (the “NORD”), and Friends of Lafitte Corridor, Inc., doing business as, Friends of Lafitte Greenway (the “FOLG”), for a term greater than one year, for the public purpose of maximizing the Lafitte Greenway for public recreational use and enjoyment in the City of New Orleans, as more fully detailed in the Cooperative Endeavor Agreement form attached hereto as Exhibit “A”; and otherwise to provide with respect thereto:

Description:  CEA between the Mayor and NORD, Friends of Lafitte Corridor, Inc., and Friends of Lafitte Greenway to maximize the Lafitte Greenway for public recreational usage.
