Brief:  Pursuant to La. R.S. 42:16 and 42:17(A)(2), the Budget, Audit, and Board of Review Committee of the Council of the City of New Orleans may convene in executive session for the purpose of discussing the following litigation:

a)  LaShawn Jones, et al. v. Marlin Gusman, et al., Civil Action No. 12-CV-859, United States District Court for the Eastern District of Louisiana, Section I, Division 5, Judge Lance M. Africk

5.  Ordinance Cal. No. 33,754 - (Introduced June 9, 2022) By:  Councilmembers Giarrusso, Green, Moreno, Morrell and Thomas (By Request)

This Ordinance amends and re-ordain Ordinance No. 28,869 M.C.S., entitled “An Ordinance Providing a Capital Budget for the Year 2022”, to effect the following change to the 2022 Capital Budget: to de-appropriate funds to the Department of Property Management, the New Orleans Police Department, and the New Orleans Recreation Development Commission; to appropriate funds to the Chief Administrative Office, the Department of Property Management, and the New Orleans Recreation Development Commission; and otherwise to provide with respect thereto.

Description: De-appropriating $8,981,363 to Department of Property Management ($11,892), N.O. Police Department ($8,903,456), and the N.O. Recreation Development Commission ($66,015), and appropriating $8,364,280 to CAO ($2,629,848), Department of Property Management ($5,461,634), and the N.O. Recreation Development Commission ($272,798).

6.  Ordinance Cal. Nos 33,781 and 33,782 (Introduced June 23, 2022) By: Councilmembers Giarrusso, Moreno, Morrell, Green and Thomas (By Request)

These Ordinances amend Ordinances No. 28,862 M.C.S., and 28,863 M.C.S as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022”; to appropriate Federal funds awarded by FEMA (Project # PW 22 Tropical Storm Cristobal) to the Office of Homeland Security to cover the personnel costs incurred due to Tropical Storm Cristobal; and otherwise to provide with respect thereto.

Description: Appropriating $1,508 from FEMA Funds (Project #PW 22 Tropical Storm Cristobal – Intergovernmental Transfers (7998) - Fund 6699) to the Office of Homeland Security (2130) – Fund 4115) to cover personnel cost incurred due to Tropical Strom Cristobal.

7.  Ordinance Cal. Nos 33,783 and 33,784 (Introduced June 23, 2022) By: Councilmembers Giarrusso, Moreno, Morrell, Green and Thomas (By Request)

These Ordinances amend Ordinances No. 28,862 M.C.S., and 28,863 M.C.S as amended, entitled "An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022"; to appropriate federal grant funds that will allow the Orleans Parish DA’s Office to acquire a full-time Coroner’s Office Investigator to assist with fatal drug overdose investigations; and otherwise to provide with respect thereto.

Description: Appropriating $50,000 in federal grant funds (Intergovernmental Transfers (7998) – Fund 6699) to the Orleans Parish DA’s Office (Federal Department of Justice Fund 4147 – Coroner Investigations (8320) to acquire a full-time Coroner’s Office Investigator to assist with fatal drug overdose investigations.

8.  Ordinance Cal. Nos 33,796 and 33,797 (Introduced July 7, 2022) By:  Councilmembers Giarrusso, Moreno, Green and Thomas (By Request)

These Ordinances amend Ordinances No. 28,862 M.C.S., and 28,863 M.C.S as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022”; to appropriate Federal Project Safe Neighborhood Grant funds awarded by the Department of Justice (Grant ID: 2018-GP-BX-0080) to the Office of OCJC, now the fiscal manager for these grant funds; and otherwise to provide with respect thereto.

These Ordinances amend Ordinances No. 28,862 M.C.S., and 28,863 M.C.S as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2022”; to appropriate Federal funds awarded by the State of Louisiana (Statewide Generator Grant - 5% Initiative - DR-1792-0015-6-LA) to the Office of  Hazard Mitigation to provide a generator which will supply emergency backup power for a radio tower site utilized by all public safety agencies in Orleans Parish and other public safety agencies throughout the region; and otherwise to provide with respect thereto.

This Ordinance amends Ordinance No. 28,863 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2022"; to appropriate funds from Personal Services to Other Operating to cover consulting and future credit card bills; and otherwise to provide with respect thereto.

Description:  Appropriating $40,000 from the Ethics Review Board (7102) - Personal Services (Fund 1000) to the Ethics Review Board (7102) - Other Operating (Fund 1000), to cover consulting and future credit card bills

13.  Ordinance Cal. No. 33,806 - (Introduced July 7, 2022) By:   Councilmembers Giarrusso, Moreno, Green and Thomas (By Request)

This Ordinance amends Ordinance No. 28,863 M.C.S., as amended, entitled "An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2022"; to appropriate funds from Personal Services to Other Operating to cover unforeseen expenses regarding relocation for the New Orleans Police Department to the New Crime Lab; and otherwise to provide with respect thereto.

Description:  Appropriating $377,119 from the General Fund 1000 (New Orleans Police Department Special Services (2745) - Personal Services to Other Operating for unforeseen expenses regarding relocation for the New Orleans Police Department to the New Crime Lab
