These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate funds to Orleans Parish Juvenile Court for three (3) contract positions, which are needed to enhance the Court’s ability to meet its goals and mission; and otherwise to provide with respect thereto.

Description:  Transfer $125,000 from Intergovernmental Revenues in Grants, Contributions, and Fund Transfers (FUND 6699) to the General Fund (FUND 1000) Juvenile Court in Other Operating (200)

6.  ORD. CAL. NOS. 34,373 and 34,374 (Introduced August 24, 2023) – BY:  COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST) For Discussion and Vote

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate funds to the Clerk of Criminal District Court for the 2021 and 2022 Audit Fees to LeBlanc & Associates CPA, LLC; and otherwise to provide with respect thereto.

Description:  Transfer $70,000 from Intergovernmental Revenues in Grants, Contributions, and Fund Transfers (FUND 6699) to the General Fund (FUND 1000) Clerk of Criminal District Court in Other Operating (200)

7.  ORD. CAL. NOS. 34,375 and 34,376 (Introduced August 24, 2023) – BY:  COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST) For Discussion and Vote

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds to the Department of Mosquito, Termite and Rodent Control to coordinate training and evaluation of Pest Management, Vector Control Districts and other related fields to attain an integrated workforce to mitigate community vector-borne disease in the Gulf Coast Region; and otherwise to provide with respect thereto.

Description:  Transfer a total of $1,643,463 from Intergovernmental Revenues (FUND 6699) in Grants, Contributions, and Fund Transfers to the Federal Dept. of Health and Human Services (FUND 4145) Mosquito Control Board; $291,423 in Personal Services (100) and $1,352,040 in Other Operating (200)

8.  ORD. CAL. NOS. 34,387 and 34,388 (Introduced September 7, 2023) – BY:  COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST) For Discussion and Vote

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds to the Department of Workforce Investment for the Pathway Home Program to enroll (150) Justice-involved adults living in the Orleans Justice Center; and otherwise to provide with respect thereto.

Description:  Transfer $1,218,757 from Grants, Contributions, and Fund Transfers (FUND 6699) Intergovernmental Revenues to the Department of Labor (FUND 4130) Workforce Investment; $35,321 in Personal Services (100) and $1,183,436 in Other Operating (200)

9.  ORD. CAL. NOS. 34,389 and 34,390 (Introduced September 7, 2023) – BY:  COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST) For Discussion and Vote

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds to Municipal and Traffic Court to pay salaries and fringe benefits for two positions – (1) Community Court Director, and (1) Community Court Case Manager; and otherwise to provide with respect thereto.

Description:  Transfer $643,000 from Grants, Contributions, and Fund Transfers (FUND 6699) Intergovernmental Revenues to the Federal Department of Justice (FUND 4147) Municipal and Traffic Court in Personal Services (100)

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate grant funds awarded by FEMA to the Office of the Mayor for emergency costs during the aftermath of Hurricane Katrina;

Description:  Transfer $268,732 from Intergovernmental Revenues (FUND 6699) to the Federal Dept. of Emergency - Office of the Mayor (FUND 4115) in Other Operating (200)

11.  ORD. CAL. NOS. 34,409 and 34,410 (Introduced September 21, 2023) – BY:  COUNCILMEMBERS GIARRUSSO, MORENO, GREEN AND THOMAS (BY REQUEST) For Discussion and Vote

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to move funds from Fund 4405 – Appropriations – 100/200 to Fund 4145 – Appropriations – 100/200 within the Department of Health;

Description:  Transfer $1,818,972 from the Louisiana Dept. of Health and Human Services (FUND 4405) to the Federal Dept. of Health and Human Services (FUND 4145) - Health Dept. in Personal Services (100) $46,916 and Other Operating (200) $1,772,056

Description: Transfer $250,000 from Intergovernmental Revenues (FUND 6699) to the Interim Short Term Rental FUND (FUND 5141) – City Planning Commission in Other Operating (200)

These ordinances amend Ordinance Nos. 29265 M.C.S. and 29266 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2023”, to appropriate funds to NORDC Trust Fund (5410) – Personal Services (100) for Keller Center staffing positions;

Description: Transfer $51,929 from the New Orleans Recreation Development Commission (NORD-C) Trust (FUND 5410) – Private-Purpose Trust to the New Orleans Recreation Development Commission (FUND 5410) in Personal Services (100)   

14.  ORD. CAL. NO. 34,416 (Introduced September 21, 2023) – BY:  COUNCILMEMBERS GIARRUSSO AND THOMAS (BY REQUEST) For Discussion and Vote

This Ordinance authorizes the Mayor of the City of New Orleans to enter into a Second Amendment to the Cooperative Endeavor Agreement (“Amendment”) to amend the Cooperative Endeavor Agreement (“Agreement”) between the City of New Orleans (the “City”), National Parent Leadership Institute, Inc. Contractor”), and the NOLA Business Alliance (the “Fiscal Agent”) relative to the Contractor providing twenty (20) additional weeks of three (3) hour sessions, once a week, to parents in order to help parents become better leaders for their children and families; to extend the term of the Agreement for an additional one (1) year; and to modify or reaffirm certain terms and conditions, as more fully set forth in the Amendment attached hereto as Exhibit “1” and incorporated and made a part hereof; and otherwise to provide with respect thereto.

Description:  The City, the Contractor, and the Fiscal Agent shall enter into this Amendment to extend the term for an additional one (1) year, to modify or reaffirm certain terms and conditions, and to set forth certain other matters.

15.  Amendments to the Classified Pay Plan adopted by the Civil Service Commission on September 20, 2023 - By:  Councilmembers Giarrusso, Moreno, Morrell, Green and Thomas For Discussion and Vote

a)  M-23-445 - Library Bilingual Special Rate of Pay (employees of the Public Library who are assigned to use bilingual skills (including American Sign Language) shall receive 5% over their normal rate of pay.

b)  M-23-446 - Police NCIC – NCIC Certification Special Rate of Pay   

c)  M-23-447 - Police - Crime Laboratory New Classification (Crime Lab Deputy Director) and Grade Adjustment (Crime Laboratory Director)

d)  M-23-448 - Safety and Permits Hiring Rates - Floodplain Program Manager Series

e)  M-23-449 - Public Works – Taxicab Hiring Rates

f)  M-23-450 - Public Works Hiring Rates and New Classification – Construction Inspectors
