Description:  These Ordinances transfer $1,000,000 from Intergovernmental Revenues (FUND 6699) to the General Fund Operating Budget (FUND 1000) in the Health Department – Essential Public Health Services (3631) and Other Operating (200).

These Ordinances amend Ordinance Nos. 29735 M.C.S. and 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2024”, to appropriate donated funds to the Chief Administrative Office for maintenance and upkeep of the Joan of Arc Statue and surrounding grounds at 1000 Decatur Street; and otherwise to provide with respect thereto.

Description:  These Ordinances transfer $4,535 from Intergovernmental Revenues (Fund 6699) to Donations Place De France Fund (FUND 1168) in the Chief Administrative Office (Other Operating – 200).

These Ordinances amend Ordinance Nos. 29735 M.C.S. and 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2024”, to appropriate grant funds to the Health Department for the Health Care for the Homeless Covid-19 vaccination expansion program; and otherwise to provide with respect thereto.

Description:  These Ordinances transfer $93,816 from Intergovernmental Revenues (FUND 6699) to the Federal Department of Health and Human Services (FUND 4145) in the Health Department (Other Operating – 200).

These Ordinances amend Ordinance Nos. 29735 M.C.S. and 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2024”, to appropriate State Act 170 funds to the Office of the Mayor for Inflation Reduction Act activities with STRIVE, Foundation for Louisiana, Delgado Community College, the University of New Orleans Research and Technology Foundation, and Sankofa’s Fresh Stop Market initiative; and otherwise to provide with respect thereto.

Description:  These Ordinances transfer $300,000 from Intergovernmental Revenues (FUND 6699) to State ACT Funding (FUND 1184) in the Office of the Mayor (Other Operating – 200).

Description:  These Ordinances transfer $8,109,808 from Intergovernmental Revenues (FUND 6699) to the Priority Multi-Year Projects ($4,765,822) - FUND 1183 and the Judgment Fund ($3,343,986) - FUND 5139 in the Law Dept. in Other Operating (200).

This Ordinance amends Ordinance No. 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2023”, to transfer funds within General Fund to various departments to cover shortages incurred during the Fiscal Year 2023; and otherwise to provide with respect thereto.

Description:  This Ordinance transfers a total of $32,275,800 withing the General Fund to various departments to cover shortages incurred during the Fiscal Year 2023.

11.  Ord. Cal. Nos 34,662 and 34,663 (Introduced April 18, 2024) - By:  Councilmembers Giarrusso, Moreno, Green and Thomas (By Request)

These Ordinances amend Ordinance Nos. 29735 M.C.S. and 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Revenues and Expenditures for the City of New Orleans for the Year 2024”, to appropriate grant funds received from the National Association of County and City Health Officials to the Health Department to create a media campaign to increase syphilis awareness and linkage to care in Orleans Parish; and otherwise to provide with respect thereto.

Description:  These Ordinances transfer $32,000 from Intergovernmental Revenues (FUND 6699) to the Federal Department of Health and Human Services (FUND 4145) in the Health Department in Other Operating (200).

Description:  These Ordinances transfer $25,000 from Intergovernmental Revenues (FUND 6699) to the State ACT Funding (FUND 1184) in the Police Department in Other Operating (200).

This Ordinance amends Ordinance No. 29736 M.C.S., as amended, entitled “An Ordinance Providing an Operating Budget of Expenditures for the City of New Orleans for the Year 2024”, to move funds from appropriation 100-Personal Services to 200-Other Operating for planning, administrative and management activities within the Resilient Communities Infrastructure and Home Revitalization Programs; and otherwise to provide with respect thereto.

Description:  This Ordinance transfers $1,172,011 from the Louisiana Office of Community Development (FUND 4401) in the Office of Community Development from Personal Services (100) to Other Operating (200).

14.  Ord. Cal. No.  34,668 (Introduced April 18, 2024) - By: Councilmember Giarrusso (By Request)

For Discussion and Vote

This ordinance authorizes the Mayor of the City of New Orleans to enter into Amendment No. 1 to a previously executed Cooperative Endeavor Agreement (“CEA”) between the City of New Orleans (“City”) and New Schools for New Orleans (“NSNO”), relative to developing a successful program across NOLA-PS charter schools to assist, facilitate, and maximize the capacity among schools to take advantage of Louisiana’s 2019 Medicaid expansion of allowable services to best serve the students and families of public school students in New Orleans and to modify the provisions thereof; to extend the term thereof for an additional one (1) year; and to increase the maximum amount of compensation payable to the Contractor, as more fully set forth in the Amendment No. 1 form attached hereto as Exhibit “1” and made a part hereof; and otherwise to provide with respect thereto:

Description:  To enter into a 1st amendment to an existing Cooperative Endeavor Agreement (CEA) between the City and New Schools for New Orleans relative to developing a program across NOLA-PS Charter Schools to assist, facilitate, and maximize the capacity among schools to take advantage of Louisiana’s 2019 Medicaid Expansion of allowable services, by extending the current CEA by 1 additional year and increasing the maximum compensation.
