UD-23-01: In Re: 2024 Triennial Integrated Resource Plan of Entergy New Orleans, LLC

Council Docket UD-23-01, established via Resolution R-23-254, initiated the 2024 triennial Integrated Resource Plan (“IRP”).  Every three years an Entergy New Orleans’ (ENO) IRP is produced.  This is the planning process by which Entergy assesses the resources available to meet the power supply needs of the city of New Orleans.  The IRP is produced following an open, transparent planning process through which all relevant resources are investigated.  Resources considered include supply-side (such as power plants, including both conventional and renewable sources of power) and demand-side programs ( or programs that modify customer loads to reduce or shift loads from hours with high electricity costs or reliability constraints to other hours, such as demand response programs, the Energy Smart energy efficiency program, and energy storage).  The factors influencing choice among these resources are considered in the planning process.  The goal is to identify the optimal set of resources to meet current and future electric service needs at the lowest total cost to customers and ENO, in a manner consistent with the long-run public interest and the Council’s energy policy goals.  The expected combination of costs, reliability, risks and uncertainty are all considered.  

Pertinent docket deadline dates are/were as follows:

• June 8, 2023 – Commencement of formal discovery upon full Council adoption of initiating resolution R-23-254 through May 23, 2025; 
   
• September 15, 2023 – Initial Public Meeting by September 15, 2023 consisting of presentations by the Council’s Advisors and/or ENO regarding (1) the purpose of the IRP; (2) the IRP process, timeline, and procedural schedule; (3) supply-side and demand-side analysis performed in IRP the process; and (4) ways in which the public may participate in the proceeding; 
   
• October 2, 2023 – Parties may intervene in the docket by October 2, 2023 by filing a Motion to Intervene with the Clerk of Council, with an electronic copy submitted to Mr. Byron Minor at email: Byron.Minor@nola.gov and paying the applicable filing fee, unless such fee is waived pursuant to Council Resolution R-16-365; 
   
• October 30, 2023 – November 9, 2023 – Technical Meeting 1 of the Parties, CURO, and Advisors shall be held to discuss planning scenarios ad strategies; 
   
• February 1, 2024 – DSM Potential Study to be submitted in this proceeding and circulated to all parties; 
   
• February 20, 2024 – March 1, 2024 – Technical Meeting 2 of the parties, CURO, and Advisors to either confirm a consensus regarding the proposed planning scenarios, reference planning strategy, and other planning strategies, or to confirm ENO is prepared to include a Stakeholder planning scenario and planning strategy per Technical Meeting 1 discussions; 
   
• April 15, 2024 – Issuance of any Council policies that must be included in the optimization process; 
   
• May 1, 2024 – May 14, 2024 – Technical Meeting 3 of the Parties, CURO, and Advisors to finalize the planning scenarios and planning strategies by all parties and lock down IRP inputs;
   
• May 17, 2024 – All IRP inputs shall be finalized; 
   
• September 6, 2024 – ENO shall complete all optimized portfolio development and results shall be circulated to the Parties; 
   
• September 23, 2024 – October 4, 2024 – Technical Meeting 4 of the Parties, CURO, and Advisors shall be held to review the Optimized Resource Portfolios, finalize the Scorecard Metrics, and conduct an initial discussion regarding Entergy Smart Program budgets and savings goals; 
   
• December 13, 2024 – The 2024 IRP Report shall be filed by ENO; 
   
• January 21, 2025 – January 31, 2025 – Second Public Meeting for ENO to present the IRP Filing to the public and receive public comment; 
   
• February 18, 2025 – February 28, 2025 – Third Public Meeting and invitation for interested members of the public to make a two-minute statement to the Council on the record regarding their opinions on the IRP; 
   
• February 18, 2025 – February 28, 2025 – Technical Meeting 5 of the Parties, CURO, and Advisors shall be held to discuss the Energy Smart Program design and the implementation plan for Program Years 17-18 (PY 2026-2028); 
   
• March 10, 2025 – Intervenor comments due on the Final IRP filing; 
   
• April 28, 2025 – ENO’s Reply Comments due regarding Intervenor comments on the Final IRP filing; 
   
• May 23, 2025 – Discovery deadline – discovery requests must be made in time to allow responses to be received prior to the close of the discovery period; 
   
• June 2, 2025 – Advisors’ Report due; 
   
• June 16, 2025 – The Energy Smart Implementation filing for Program Years 16-18 due with details of the Energy Smart program design;
