    UD-22-05: Resolution And Order Establishing A Docket And Procedural Schedule With Respect To The Application Of Entergy New Orleans, Llc For Certification Of Costs Related To Hurricane Ida

    Council Docket UD-22-05, established via Resolution R-22-482, is a proceeding opening a docket and establishing a procedural schedule to review Entergy New Orleans, LLC’s (“ENO”) June 24, 2022 Application for Certification of Costs related to Hurricane Ida.  On August 29, 2021, Hurricane Ida stuck the Louisiana Gulf Coast initially brining tropical storm force winds to the greater New Orleans area.  As Hurricane Ida moved inland, windspeeds experienced in the city and metro area intensified and the power outages began.  By 7:00 p.m. Sunday evening, all power in Orleans Parish was lost due to “catastrophic damage” to eight transmission lines which bring in power generated outside of the City.  In all, Hurricane Ida’s high winds and heavy rains caused significant destruction to the electric grid in and around New Orleans, ultimately resulting in a total of 208,988 outages for ENO at its peak.  On June 24 2033, ENO filed its Application for Certification of Costs related to Hurricane Ida stating that ENO incurred $169.6 million of Hurricane Ida cost through May 31, 2022 (“Total Storm Costs”).  Further, the Total Storm Costs do not include estimated carrying charges though December 31, 2022 of $9.4 million, as estimated in ENO’s Application.  In response, per Resolution R-22-482, the Council opened Docket UD-22-05 to evaluate ENO’s Application to render a determination as to the costs incurred by ENO to restore its facilities following Hurricane Ida. 

    Pertinent docket deadline dates are/were as follows:

    • November 23, 2022 – Deadline for all stakeholders desiring to intervene to file a motion to intervene with the Clerk of Council, with a copy submitted to Bobbie Mason (bfmason1@nola.gov).  Objections to motions to intervene shall be filed within 5 days of such requests. Timely-filed motions to intervene not objected to within that time period shall be deemed GRANTED.
       
    • July 11, 2023 – Intervenor comments or testimony due; 
       
    • August 15, 2023 – Advisors’ Report or testimony due; 
       
    • August 29, 2023 – Hearing Officer to certify the record.
       
    • December 14, 2023 – Council adopted closing Resolution R-23-555.
